Resumo
A globalização trouxe consigo a compreensão de que estamos sempre em
transformação e um dos elementos mais importantes de todo esse processo são
as migrações. Não descurando o importante movimento a Leste, resultante da
queda do muro de Berlim, a verdade é que o crescente do fluxo migratório
cruzando o mediterrâneo até ao território europeu coincidiu com impossibilidade
de conter o envelhecimento populacional e a busca de condições mais dignas e
mais satisfatórias de vida. No intuito de não sofrer com os prejuízos que advém
com as travessias e entradas ilegais, países europeus passaram a reconhecer
os direitos e deveres dos estrangeiros em suas constituições, tratados e acordos
internacionais que são signatários. Entretanto, quando se veem expostos ao
risco, passaram a desenvolver políticas de securitização a fim de conter o fluxo
ilegal e preservar a população. Portugal e Brasil reconhecem os direitos do
estrangeiro em suas constituições e em leis complementares, de acordo com as
necessidades da atualidade possibilitam a entrada dos estrangeiros em seus
territórios a partir da concessão de Vistos, desde que preencham os requisitos
necessários. É uma forma de controle do fluxo migratório, mas ainda atendendo
as demandas da sociedade.
Globalization has brought with it the understanding that we are always changing and one of the most important elements of this whole process is the migrations. Not neglecting the important movement to the East, resulting from the fall of the Berlin Wall, the truth is that the growing migratory flow crossing the Mediterranean to European territory coincided with the impossibility of containing the aging population and the search for more dignified and more satisfactory conditions of life. In order not to suffer from the damage that comes with illegal crossings and entries, European countries began to recognize the rights and duties of foreigners in their constitutions, treaties and international agreements to which they are signatories. However, when they are exposed to risk, they started to develop securitization policies in order to contain the illegal flow and preserve the population. Portugal and Brazil recognize the rights of foreigners in their constitutions and in complementary laws, according to current needs, they allow foreigners to enter their territories after grating Visas, provided they meet the necessary requirements.
