Por interesses partidários, esquecem que «a Guerra Fria continua, mas agora por outros meios», como se demonstra no núcleo deste Trabalho. Esta problemática veio incrementar o aparecimento e expansão das Empresas de Segurança privadas e das Empresas de Segurança Militares privadas face às Forças Armadas, estruturantes do Estado, com este a descurar áreas típicas de Segurança pelas quais é responsável. Mas devido ao fim do serviço militar obrigatório, à grande diferenciação quanto às normas e formas de atuação operacional e às grandes disparidades remuneratórias, a situação securitária tem-se agravado tornando mais difícil a sua resolução e compatibilidade; a que se adicionam os contornos difusos das novas guerras e a mutação das novas ameaças, como a terrorista, que tendem a explorar estas novas vulnerabilidades dos Estados.With the end of the Cold War, many of the democratic Governments have proceded a deconstruction of the responsibilities inherents to the State in the areas of security and defence, in particular in this last one, what has provoked a constant decrease in military budgets. By partisan interests, they forget that «the Cold War continues, but now by other means», as shown in the core of this work. This problem increased the appearance and expansion of private security companies and private militar security companies face to the existing Armed Forces. But due to the big differences and big differentiation with regard to the compensation rules and forms of performance, at which one can adds the end of compulsory military service, the situation has gotten bad making it harder its resolution and compatibility.
