The analysis focuses especially on the main challenges of a socio-environmental and infrastructure nature in this sector, as well as the possible impacts arising from the sanitary and economic crisis that the world is currently experiencing. The study is divided into chapters that present, among others, an overview of water, sanitation and hygiene as a fundamental human right, the main aspects related to the management of water and waste services and the challenges to be faced by the sector. The research gains contours by identifying the adverse scenarios and the Regulatory Entity for Water and Waste Services - ERSAR, its power of action and the scope of its regulations and decisions in the national legal system. At the end, considerations were made regarding the implementation of actions aimed at mitigating the main challenges present in these adverse scenarios and the important role of regulatory activity in the context of the rule of law, combined with the effective participation of society and key stakeholders in training and execution of public policies enshrined in internal, community and international diplomas.
