A pesquisa foi desenvolvida por meio de uma extensa pesquisa bibliográfica e documental, além do levantamento e análise dos dados disponibilizados pelo INEP/MEC. O primeiro passo foi analisar os principais marcos regulatórios da EaD no Brasil. Em seguida, procedeu-se a sistematização dos dados quantitativos disponíveis na base de dados do INEP e disponibilizados pelo órgão aos pesquisadores por meio dos microdados da educação superior no Brasil. Os dados foram organizados em inúmeras categorias de análise. Os dados evidenciam, entre outros aspectos, o crescimento das instituições, cursos e matrículas de EaD, sobretudo a partir de 2005. Além disso, demonstram que o setor privado passou a ser hegemônico na oferta. Segundo dados do INEP, em 2005 haviam 189 cursos de graduação a distância no Brasil. Em 2018, esse número saltou para 3.177, um crescimento correspondente a 1.560%. Enquanto as matrículas presenciais de graduação cresceram 43,5% entre 2005 e 2018, a modalidade EaD cresceu 1.693%. Um em cada quatro estudantes está matriculado na EaD.The following article presents the results of a research about policies and the dynamics of e-learning in higher education in Brazil in the last 20 years (1998-2018). The research was developed throughout an extensive bibliographic and documental research, that also included a reunion and analysis of data made available by the INEP/ MEC. The first step was to analyze the main regulatory milestones of E-learning in Brazil. Right after, it was proceeded with the systematization of the quantitative date available in the data base of the INEP and made available by the institute to the researchers through large spreadsheets. The data was organized in many categories of analysis. The data showed, among other aspects, the growth of E-learning institutions, courses and enrollments, specially from 2005. It was also seen that the private sector became hegemonic in relation to the offer. According to INEP data, in 2005 there were 189 undergraduate e-learning courses in Brazil. In 2018 this number raised to 3.177, a growth accordingly to 1.560%. Meanwhile the enrollments in undergraduate in-class courses grew 43.5% between 2005 and 2018, the ones on E-learning courses grew 1.693%.
