As últimas alterações legislativas, que levaram à constituição dos novos agrupamentos, colocaram enormes desafios às direções das escolas. Assim, este trabalho de projeto pretende ser uma solução possível para esse problema. Para o elaborar, baseámo-nos fundamentalmente na experiência profissional da investigadora, nomeadamente no seu conhecimento do contexto do Agrupamento, nos normativos legais que suportam a administração e gestão escolar, em literatura de referência e, obviamente, no Projeto Educativo do Agrupamento. Na medida em que este documento foi elaborado pelo conselho pedagógico, definindo a filosofia que o Agrupamento pretende preconizar e corporizar e sendo a resposta educativa, resultante de um processo em que intervieram muitos dos elementos da comunidade, que definiram as políticas educativas do Agrupamento, consubstanciando-as em princípios, orientações e metas a longo prazo. Salienta-se, porém, que concretizar o Projeto Educativo do Agrupamento depende de uma intervenção fundamentada, estruturada, dinâmica e adequada, por parte do Diretor. Daí se apresentar aqui um possível plano estratégico, o qual decorre naturalmente do diagnóstico feito ao Agrupamento, nomeadamente das suas potencialidades, constrangimentos, oportunidades e ameaças do contexto, base no qual foram apontadas linhas precisas de ação, mostrando-se uma visão clara e precisa. Assim como os caminhos possíveis para atingir essa visão, sempre, no sentido do melhoramento do nível das aprendizagens, das qualificações e do desenvolvimento integral dos alunos, promovendo a coesão do Agrupamento.This study focuses on the drawing up of the Director’s Strategic Plan which aims to promote the cohesion of a School Cluster characterized by the diversity of the schools which it comprises, by the heterogeneity of its students and the community it serves and also by a large catchment area and the consequent distance between the different schools. The latest legislative changes, which have led to the creation of these Clusters of Schools, have meant that school management teams are now being faced with huge challenges. The aim of this project work is, therefore, to put forward a potential solution to such problems. This project relies, primarily, on the researcher’s professional experience, particularly on her detailed knowledge of this School Cluster and its background, the legal norms which underpin school administration and management, on the relevant literature and, obviously, on the Mission Statement and School Cluster Policies Document. Insomuch as this Document was drawn up by the Pedagogic Council, which defined the underlying philosophy that this School Cluster intends to embody and uphold, and having the educational response resulted from a shared process that involved many members of the community who defined the education policies of the School Cluster, the Mission Statement and School Cluster Policies Document embodies the principles, guidelines and long-term goals. It should be noted, however, that achieving the aims stated in the Mission Statement and School Cluster Policies Document will depend on a reasoned, structured, dynamic and appropriate course of action on the part of the Director.
