Desde então, os espaços descentralizados do poder político são exercidos em parceria Governo e Segmentos da Sociedade Brasileira. No intuito de contribuir com o estudo, das experiências, na esfera Federal de Governo, referentes ao trabalho exercido em rede, pesquisamos o Fórum Nacional de Aprendizagem Profissional (FNP), que possui dentre seus objetivos, universalizar o acesso dos adolescentes e jovens ao primeiro emprego protegido. A Constituição Federal de 1988 garante as Organizações da Sociedade Civil representatividade nos espaços descentralizados de poder político, com objetivo de deliberar e exercer o controle social das políticas públicas. A partir do objetivo e do problema levantados pela pesquisa, formulamos hipóteses: “Poder político gera políticas públicas. Políticas públicas geram trabalho em rede. Trabalho em rede gera parcerias. Parcerias incidem na implementação das políticas públicas de emprego protegido para a juventude”. Com base nessas perspectivas, verificamos que os desafios continuam para o Estado Democrático de Direito Brasileiro na implementação das diretrizes apresentadas pela Agenda Nacional do Trabalho e Emprego Decente para a Juventude de universalizar o acesso da juventude ao Primeiro Emprego Protegido.This dissertation is about the exercise of political power in a network, focusing on the Brazilian experience, created after the promulgation of the Federal Constitution of 1988. Since then, the decentralized spaces of political power are exercised in partnership Government and Segments of the Brazilian Society. In order to contribute to the study of experiences in the Federal Government, regarding the work carried out in a network, we researched the National Forum of Professional (FNP), which has among its objectives, universal access to the first protected job of adolescents and young people. The Federal Constitution of 1988 guarantees the Civil Society Organizations representation in the decentralized spaces of political power, whose purpose is to deliberate and exercise the social control of public policies. From the objective and the problem raised by the research, we formulate hypotheses: Political power generates public policies. Public policies generate networking. Does networking create partnerships. Partnerships focus on the implementation of public employment policies protected for youth.
