Resumo
As ideias de promover o desenvolvimento do turismo em Portugal surgem, essencialmente, pela
necessidade de resolver os problemas financeiros com que o País se defrontava nos finais do século XIX e
inicio do século XX. Em alguns países europeus as visitas de estrangeiros contribuíam positivamente para
o respectivo “saldo comercial” e alguns políticos portugueses vêem aí um exemplo a ser seguido. É, no
entanto, a sociedade civil que toma a iniciativa de promover acções concretas para atrair estrangeiros a
Portugal a que se segue, pouco depois, a criação da Organização Oficial do Turismo Português (1911). Portugal
torna-se pioneiro da organização turística nacional e internacional e inicia um caminho que conduz a
que, em 1927, disponha de uma organização que abrange todas as áreas do turismo e que está na origem
da actual. O presente trabalho procura analisar o processo que conduziu a esta organização assim como as
dificuldades atravessadas e os sucessos alcançados.
Promoting the development of tourism in Portugal come up, essentially, from the need to solve the financial problems that the country was facing in the late nineteenth and early twentieth century. In some European countries the visits of foreigners were contributing positively to their “trade balance” and some Portuguese politicians saw this phenomenon as an example to follow. However, the initiative of promoting concrete actions to attract foreigners to visit Portugal was taken by the civil society. Shortly, after those actions, the Official Organization for the Portuguese Tourism (1911) was created. Portugal became thus a pioneer in organizing the tourism activities at national and international level. From this point, Portugal has started a path that leads in 1927 to have an organization that covers all areas of tourism which is the base how Tourism is presently organized. This paper seeks to analyze and understand the process that has led the tourism activity to the present organization in Portugal as well as the difficulties crossed and successes achieved.
