La contribución de la movilidad académica a la construcción de un espacio iberoamericano de educación superior

Resumo
La educación superior ha experimentado cambios muy importantes en los
países iberoamericanos en las tres últimas décadas, que han afectado tanto
a su crecimiento cuantitativo como a su diversificación institucional, incluida
la expansión de la enseñanza privada de este nivel. A pesar de los avances
registrados en estos años, continúan planteándose algunos problemas importantes.
Para dar respuesta a los desafíos actuales se ha optado por reforzar las
relaciones entre países en el conjunto de la región, impulsando iniciativas de
internacionalización. Entre ellas destaca el impulso de un Espacio Iberoamericano
del Conocimiento, promovido por las Cumbres de Jefes de Estado y de
Gobierno de Iberoamérica. Uno de sus pilares fundamentales es el ámbito de la
educación superior, de la que se espera que contribuya a reforzar la integración
regional mediante su fortalecimiento. Uno de sus objetivos consiste en reforzar
los lazos entre las instituciones de educación superior. En ese contexto, la movilidad
académica, tanto de estudiantes como de profesores e investigadores,
debe realizar una contribución decisiva. Aunque se han puesto en marcha algunas
iniciativas valiosas, como el Programa Pablo Neruda, es necesario seguir
avanzando en esta dirección en los próximos años.
Higher education has undergone important changes in Ibero-American countries during the last three decades, affecting its quantitative dimension as well as its institutional diversity and including the expansion of the private sector at this level. Despite progress carried out in this period, some outstanding problems continue to appear. One of the decisions taken for giving a response to those challenges has been to reinforce the relationships among countries in the region, impelling initiatives of internationalization. The promotion of an Ibero-American Space of Knowledge by the Summit of Chiefs of State and Prime Ministers should be underlined from this point of view. One of its three pillars is represented by the higher education sector, whose reinforcement is expected to contribute to regional integration. One of the outstanding objectives in this field tends to establish closer links among higher education institutions. In this context, academic mobility, both of students and scholars / researchers, is aimed at doing a decisive contribution. Even if some interesting and promising initiatives have been already promoted, as for instance the Pablo Neruda Program, further steps should be taken in the coming future in that direction.
