A educação e o desenvolvimento sob o imperativo do crescimento : ressignificação a partir da sociedade civil

Resumo
As agendas do crescimento estão de regresso à região europeia e todo o discurso acerca da educação e do desenvolvimento já está a sofrer o seu efeito. A eventualidade de uma degradação desse discurso é uma ameaça para a educação que se alia à promoção de um desenvolvimento verdadeiramente humano e com preocupações ecológicas e, por isso, equacionamos neste artigo a sua ressignificação desde baixo, ou seja, desde as organizações da sociedade civil que reagem, no dia-a-dia e em diversos fóruns, contra a redução da educação e do desenvolvimento às perspetivas mais estreitas do crescimento económico e da acumulação de riqueza para fazer face ao desemprego e às dívidas públicas que hoje monopolizam as atenções e as preocupações dos meios políticos ocidentais. O artigo, além de uma introdução que delimita a problematização da narrativa, compõe-se de três secções e de umas considerações finais onde se apresentam as principais conclusões. Nestas considerações finais sublinhamos que faz falta uma articulação entre estado e sociedade civil para levar a cabo a renovação de significados no campo da educação e do desenvolvimento e que, nas condições atuais, a iniciativa deve partir das organizações da sociedade civil mais empenhadas nessa ressignificação.
The agendas of growth are back to the European region and the whole speech about education and development is already suffering its effects. The possibility of a degradation of that speech is a threat to education that allies to the promotion of a truly human development and ecological concerns and, therefore, we analyze in this article its redefinition from below, ie, from the organizations of civil society that react in the everyday life and in several fora, against the reduction of education and development to the closer perspectives of economic growth and accumulation of wealth to tackle unemployment and public debts that nowadays monopolize the attention and concerns of western political circles. As a general subject we have chosen the need to reframe from social, economic and political conditions of the European area, particularly of countries that are investing on the return to economic growth to come out of the crisis. In this light, and in terms of methodological procedure, we start with an analysis of the subordination of rhetoric about education and the development to the unilateral perspectives of the economic growth in that geostrategic region of the world-system and we want to find out, after characterizing it, if the civil society can play the leading role, in the objective conditions of the present European, a new narrative of education and development on the basis of a broad account of the challenges that people have to face today, in terms of living together in pluralistic democratic societies, whether in what is related to the defense and protection of conditions of stay and ecological viability of that community life rebuilt. As a main conclusion, we emphasize in this article that civil society, even the most innovative and claimable, doesn’t guarantee by itself that reframing of education and development, since this task, without the driving force of the state entity, is unable to proceed successfully. Thus, it arises the final idea according to which is lacking a link between the state and the civil society to undertake that renewal of meanings in the field of education and development, even though the initiative for this partnership has to start from organizations of civil society that are placed over the front line against the degradation of education and development in a grammar exploitation of environmental and human resources according to the productivity and the improvement of economic indicators at any price. This conclusion summarizes our most important argument.
