Mercantilização, competitividade e accountability no sistema de ensino em Portugal : o que se pode aprender da experiência chilena

Resumo
Neste artigo refletiremos sobre a abertura do sistema educativo português aos princípios da privatização, da competitividade e da accountability e sobre o debate que acompanhou este processo, convocando para a reflexão a experiência de implementação destes mecanismos no Chile, um dos países do mundo onde a lógica do mercado educacional se impôs com mais força. Num primeiro momento, damos conta das práticas e dos discursos acionados em Portugal para fomentar a mercantilização e a competividade. Posteriormente, analisamos o processo de implementação deste modelo no Chile, onde vigora há mais de 30 anos, e problematizamos as suas consequências, entre as quais se destacam a privatização do sistema educativo, o aumento da segregação social e académica, as restrições à liberdade de escolha da escola e o empobrecimento do papel da educação. Finalmente, discutimos as semelhanças e as diferenças entre este processo nos dois países, evidenciando a existência de pontos de convergência discursiva e de divergências estruturais ao nível da forma de implementação destas políticas e facultando elementos que permitirão promover uma discussão fundamentada, ampla e democrática sobre o papel e o significado da educação em Portugal.
In this paper we reflect on the permeability of the Portuguese school system to the principles of privatization, competitiveness and accountability and on the discussion that followed it, analyzing the implementation of these mechanisms in Chile, which can be considered as one of the countries of the world where the logic of the market logic have gained more strength. To do this, first we review the discourses and practices that have developed in Portugal to promote the commercialization, competitiveness and accountability. Subsequently, we describe the implementation process and main consequences of the Chilean case, as privatization of the system, the increase of socioeconomic and academic segregation, a limitation of freedom of choice and the reduction in the role of education which this model has generated in more than 30 years of application. Considering this, in the last section the similarities and differences between the two countries and processes are discussed, showing the existence of discursive points of convergence but structural differences in the way of implementation of these policies, allowing some elements to deliver promotion a-grounded, broad and democratic debate on the role and significance of education in Portugal.
