Resumo
Com o objectivo permanente de proteger a Nação, garantindo o seu futuro como entidade política, livre, independente e soberana, bem como assegurar a Segurança, o Desenvolvimento e o
Bem-Estar Social, o Estado necessita de determinar objectivos políticos concretos correspondentes à sua situação particular e interesses nacionais próprios.
Esses objectivos nacionais precisam de ser devidamente identificados, caracterizados e priorizados, pelo que devem resultar de uma análise da situação nacional que considere os elementos
tangíveis e intangíveis do poder nacional. Nessa análise são identificadas as principais variáveis caracterizadoras do ambiente interno, a situação política, económica, psicossocial e militar; a
situação geopolítica e geoestratégica internacional, e os factores de evolução à luz dos futuros previsíveis, contribuindo, assim, para identificar o que o Estado poderá escolher para fazer.
Uma vez definidos os objectivos nacionais (o que fazer?), estes têm a sua expressão reflectida no Conceito de Acção Política. O Conceito de Acção Política, ao visar a consecução ou
salvaguarda dos objectivos nacionais, deve traduzir as respostas às perguntas: onde agir? (domínios da acção) e quando agir? (momento e condicionantes da acção) para atingir os objectivos
que foram fixados, bem como dar orientações para a Definição Estratégica, que deve assentar numa metodologia própria.
With the permanent objective of protecting the Nation, ensuring its future as a political entity, free, independent and sovereign, as well as ensure the Security, Development and Social Welfare, the State needs to determine concrete policy objectives corresponding to your particular situation and national interests. These national objectives need to be properly identified, characterized and prioritized, and should result from an analysis of the national situation to consider the tangible and intangible elements of national power. In this analysis the internal environment should be considered (in terms of political, economic, psychosocial and military), as the geopolitical and geostrategic international situation, as well as the future trends, thus contributing to identify what the State may choose to do. Once defined national objectives (what to do?), these have their expression reflected in the concept of political action. To aim at achieving or protecting the national objectives, the concept of political action should translate the answers to the questions: where to act? and when to act? in order to attain the objectives that have been fixed, as well as provide guidance for national strategy, which should be based on its own methodology.
