Resumo
A alteração dos contextos socioeconómico e ambiental, bem como as tensões presentes na demografia, têm originado novas tendências nos padrões de consumo e de comportamento dos consumidores, obrigando os Estados e as empresas a um exercício de reflexão estratégica de antecipação e domínio dos novos factores de competitividade. No turismo aquele exercício, atendendo à sua natureza, à multiplicidade dos seus actores e às suas repercussões na sociedade e na economia, reclama uma visão partilhada, um planeamento dos recursos e uma coordenação dos actores e das acções. O Plano do Turismo Espanhol Horizonte 2020 é o resultado de uma reflexão estratégica assumido pelos intervenientes na actividade turística e que tem como meta conseguir que o sistema turístico espanhol seja o mais competitivo e sustentável,proporcionando o máximo de bem-estar social. A experiência do processo de elaboração deste Plano demonstra, igualmente, que ao Estado compete promover a melhoria do sistema turístico de um país devendo, para tal, assumir os papéis de planeamento e de coordenação.
The changes in the socioeconomic and environmental contexts, as well as the present demographic tensions, have created new trends in consumption patterns and consumers behaviour that are forcing the States and enterprises to engage in a strategic reflection to enable them to anticipate and control the new competitiveness factors. In tourism, due to its nature, the variety of its agents and the effects it has on society and the economy as a whole, this exercise implies the need to share views, plan the resources and coordinate the players and their actions. The Spanish Tourism Plan Horizon 2000 is the result of a new strategic thinking by all the players involved in tourism and related activities. The goal is to raise the touristic system to the highest standards of competitiveness and sustainability, contributing in this manner to the social well being of the citizens. The experience gained with the preparation of the Plan shows that it is the State’s task to promote the improvement of the country touristic system. In order to achieve this, the State must take upon itself the role of coordinator and planner of the sector.
