Teoria da Surpresa? Contributo para um debate

Resumo
A surpresa estratégica é um tema já muito estudado ainda que não parece que se possa dizer que já existe uma teoria da surpresa. Os exemplos da surpresa estratégica são vários, iniciando-se, nos tempos modernos no ataque a Pearl Harbour e incluindo o ataque israelita que originou a Guerra dos Seis Dias e a Guerra do Yom Kippur desencadeada pela coligação de países árabes.
Este ensaio começa pelo debate terminológico, particularmente pertinente em Portugal, entre informações e inteligência. Procede-se seguidamente à defini-ção de alguns conceitos operacionais, designadamente inteligência, surpresa, inteligência estratégica e surpresa estratégica. É depois abordada a designada teoria da surpresa (Wirtz), olhando para as diversas patologias e categorias que podem impedir o reconhecimento de uma situação de surpresa estratégica. Por fim, analisa-se o caso português para se perceber se faz sentido que Portugal, no século XXI, inserido na União Europeia e na Aliança Atlântica, tenha preocu-pações com a surpresa estratégica.
The strategic surprise is an issue deeply studied even if it seems that we cannot assume the existence of a surprise theory. In modern times we had several examples of strategic surprise starting with the Pearl Harbour’s attack, the Israeli’s Six Days War and the Yom Kippur War initiated by the Arab Coalition. We began this paper with the discussion over the difference of using the words informations or intelligence which is particularly significant in Portugal. Then we define several operational concepts, mainly intelligence, surprise, strategic intelligence and strategic surprise. We will look into the designated surprise theory (Wirtz), bearing in mind the several pathologies and categories that can undermine the recognition of a strategic surprise situation. We shall conclude studying the Portuguese case to see if it makes sense for a Portugal in the 21th century, belonging to European Union and NATO, to be worried with strategic surprises.
