    In a COVID-marked context, how can Southern European cities respond? (2/2) The way forward

    To continue the reflection about Lisbon, Barcelona and Rome after the edition of Café com Luta on “Local powers and the pandemic in Southern Europe” (28/05/2020, org. Friedrich Ebert Foundation, ICS’s Urban Transitions Hub and Transparent International in Portugal), this text is aimed to summarise some ideas regarding the pathways from this pandemic crisis towards the future, namely from Amedeo Ciaccheri (8th District at Rome), Elena Tarifa (Barcelona en Comú), Rogério Roque Amaro (ISCTE-IUL) and Bárbara Ferreira (ISEG-UL), in dialogue with the organizers and participants of this event.     In a COVID-marked context, how can Southern European cities respond? Acting at the initial phase of the emergency

    Spotting from different contexts in Southern Europe, it is clear that we are “not all in the same boat” in the present pandemic context. Beyond the COVID-19 epidemiological crisis and its influence in physical and mental health, we observe the loss of jobs, its impact mainly in lower income classes, heightening gender roles inequity, the added risk and closure of confined contexts (particularly elder homes, prisons and refugee camps), the aggravation of physical isolation with territorial dispersion and social inequalities at the local scale. This situation hit Southern European cities like Lisbon, Barcelona and Rome, which were at the centre of the first international edition of “Café com Luta” — Local powers and the pandemic in Southern Europe, held on the 28th May 2020 and organized by the Friedrich Ebert Foundation with the support of ICS’s Urban Transitions Hub and the association Transparent International in Portugal. The “Café com Luta” [Coffee with Fight] events aim to focus on how to reclaim the cities and highlight the role of social movements in these fights, parting from the Lisbon Metropolitan Area. This edition of the debate was fully held in the digital sphere and broadcasted live in social media, counting with the participation of Amedeo Ciaccheri, president of the 8th District at Rome; Elena Tarifa, from Barcelona’s local administration, coordinator of the International Commission at Barcelona en Comú; Rogério Roque Amaro (ISCTE-IUL) and Bárbara Ferreira (ISEG-UL) from the Portuguese academia, engaged in Community Groups action-research in Lisbon. With diverse levels of action and analysis from each of the speakers — city administration in Barcelona, district administration in Rome, and informal neighbourhood/ community groups in Lisbon –, different issues arose regarding the challenges and responses to the 2020 pandemic crisis.     Inovar de forma colaborativa e participativa através da bicicleta: o projeto ‘Pedalada’ em Marvila, Lisboa

    O projeto “Pedalada” (BIP/ZIP, 2020) surge da iniciativa conjunta de diversas entidades que propõem uma abordagem colaborativa e participativa ao diagnóstico e à intervenção — através da promoção e dinamização da bicicleta — no território de Marvila, marcado pela sua descontinuidade face ao município de Lisboa, nomeadamente em termos de desigualdades socioeconómicas, oferta de serviços e transportes, qualificação do espaço público e infraestrutura para a mobilidade ativa. Neste artigo introdutório apresentamos o projeto (em fase de arranque) e o seu enquadramento, ancorados em análise documental e estatística para a caracterização do território e procurando refletir sobre o trabalho potencial do consórcio local, particularmente na reinvenção do trabalho participativo em fase pandémica.

    The Pedagogical Congresses of Portuguese Secondary Teaching : the participation of female teachers (1927-1928)

    This paper was written within the context of the research project “The development of teacher’ associative organizations and unionism (1889-1990)” funded by the Fundação para a Ciência e Tecnologia (Foundation for Science and Technology). Five important congresses about secondary education were organized in Portugal between 1927 and 1931. These congresses served to claim the rights of teachers and the consolidation of the class, as well as to promote the discussion of scientific and pedagogical problems. In these congresses, the presence of female teachers was residual. However, the few teachers who participated had a significant contribution to the definition of secondary education during the following decades. Among other issues, it contributed to the discussion of female education and to analyze the importance of Biology and Physical Education in high schools. This paper presents the analysis of the minutes of the 1927s and 1928s Congresses. This analysis allowed the assessment of the important role played by a group of teachers to define, at the end of the first third of the 20th century, the future guidelines of Portuguese secondary education. It also reported that these teachers were pioneers who opened the way for the increasing number of teachers in secondary education during the 20th century.

    Os manuais liceais de ciências da 1.ª República

    A 1.ª República foi palco de uma multiplicidade de alterações e intenções educativas que tentaram influenciar o modo de ensino vigente. Os manuais escolares, devido a serem uma importante fonte do conhecimento científico e pedagógico, revestem-se como objectos de estudo significativos sobre o ambiente educativo dessa altura. Este trabalho visa dar um contributo para o campo da análise manualística, ao apresentar os dados bibliográficos, as características físicas e modo de organização dos manuais escolares mais relevantes destinados ao ensino liceal das ciências durante a 1.ª República. Nesse período destacaram-se indubitavelmente as obras para o ensino liceal da Zoologia, elaboradas por Aires, e para o ensino liceal de Botânica, redigidas por Coutinho, cujos manuais deram um contributo essencial para o ensino das ciências da época.
