O grave problema da habitação em Angola subsiste desde os finais da
década de 50 do século passado, em consequência de factores históricos,
políticos, económicos, sociais, culturais, religiosos, etc. Na actualidade, este
problema ganha notoriedade devido a muitas décadas de guerra civil que
provocou deslocações populacionais maciças das zonas rurais para as
cidades. A presença visível dos musseques é algo que continua a marcar a
paisagem urbana de Luanda, importando questionar, aprofundar e repensar
esta situação de bairros espontâneos e ilegais, sobretudo agora que defronta
desafios próprios de uma capital de um novo país emergente.
Dispondo o país de um quadro legal, no que respeita ao ordenamento do
território e planeamento urbanístico, estes bairros estão a ser palco de várias
experiências e intervenções urbanas. Porém, os modelos urbanos seguidos
estão ainda imbuídos de uma visão expansionista da cidade valorizando a
construção de novas cidades ou a demolição do edificado.
A presente pesquisa partiu da hipótese que afirma os musseques como
fazendo parte da história, da memória e da identidade de Luanda,
pressupostos que conduzem à definição de um outro tipo de intervenção
urbana baseada no conceito de requalificação urbana e que permite
a reinvenção dos musseques, repensando-os no século XXI e valorizando-os
como parte da cidade. O reescrever Luanda na atualidade passará, então, por
saber combinar a preservação e salvaguarda com intervenções ativas de
requalificação urbana. Tal possibilitará aos seus habitantes, não apenas
melhores condições de habitação, mas também a possibilidade de fruir de
espaços públicos de qualidade, onde as relações socioculturais sejam intensas
e dinâmicas (característica dos musseques).
Estas preocupações foram estudadas e pesquisadas no Bairro Morro
Bento II, tendo como base o seu Plano de Requalificação.
The serious problem of housing in Angola exists since the late 50s of last century as a result of historical factors, political, economic, social, cultural, religious, etc. Currently, this problem gained notoriety due to many decades of civil war that caused massive population movements from rural areas to the cities. The visible presence of slums is something that continues to mark the cityscape of Luanda, importing question, deepen and rethink the situation of spontaneous and illegal neighborhoods, especially now that facing own challenges in a capital of a new emerging country. Featuring the country a legal framework with regard to land use and urban planning, these neighborhoods are the venue of various experiences and urban interventions. However, followed urban models are still imbued with an expansive view of the city highlighting the construction of new cities or the demolition of the building. This study hypothesized that states the slums as part of history, memory and identity of Luanda, assumptions leading to the definition of another type of urban intervention based on the concept of urban renewal and allows the reinvention of the slums, rethinking them in the twenty-first century and regarding them as part of the city. The rewrite Luanda today will, then, knowing combine the preservation and protection with active interventions of urban renewal. This will enable its inhabitants not only better housing, but also the opportunity to enjoy quality public spaces where socio-cultural relations are intense and dynamic (characteristic of slums). These concerns have been studied and researched in the neighborhood Morro Bento II, based on its Redevelopment Plan.
