O impacto do sistema de reconhecimento, validação e certificação de competências na vida social, profissional e formativa dos indivíduos

Resumo
Diariamente somos confrontados com a ideia de que mais conhecimento, mais e melhores competências são a forma mais eficaz para alcançar o sucesso e realização pessoal ao nível profissional, social e económico. Tendo consciência da importância de que a educação, e qualificação têm nos dias de hoje, pensou-se ser interessante observar qual o impacto que estes têm na vida dos indivíduos nas dimensões social, formativa e profissional.
O presente trabalho assentou por isso em dois objectivos gerais principais: Conhecer qual o impacto que uma qualificação de nível secundário tem na vida pessoal, social, económica e profissional dos adultos e de que forma o discurso da formação ou da „gestão dos recursos humanos‟ é a melhor forma de resolver os problemas sociais de maior impacto da sociedade portuguesa.
Para obter dados válidos, optou-se por orientar um estudo de natureza qualitativa, seguindo uma estratégia indutiva, por isso, o instrumento de recolha de dados privilegiado foi a entrevista semi-directiva que foi aplicado a 14 adultos que realizaram até ao final de 2009 a certificação de nível secundário através do sistema de Reconhecimento Validação e Certificação de Competências na cidade de Faro.
Constatou-se através dos dados recolhidos que a população que opta por esta oferta apresenta um percurso profissional diverso e rico em experiências que lhes permitiu adquirir conhecimentos e competências que pensava não ter. Observou-se também que o impacto que a formação tem na vida dos entrevistados traduz-se, geralmente, em sentimentos de realização pessoal e aumento da auto-estima. Pela análise dos mesmos dados verificou-se que, dificilmente a realização de uma certificação de nível secundário resultou em situações de progressão de carreira ou melhoria ao nível da condição dos indivíduos enquanto trabalhadores.
Finalmente podemos constatar que a situação actual está a produzir mudanças na condição laboral da população activa, ou seja, há uma grande consciência da agudização de problemas como a precarização da condição laboral e a vulnerabilidade dos indivíduos a situações insegurança, incerteza e risco em relação à manutenção de um posto de trabalho seguro e protegido.
Daily, we are confronted with the idea that more knowledge, more and better skills are the most effective way to achieve success and personal fulfillment at work or at social and economic fields. Being aware of the importance of education and qualification have today, it is interesting to see the impact of these aspects on individuals in social, training and professional aspects. This assignment is composed by two main objectives: Knowing what impact a high school level qualification has in personal, social, economic and professional life of an adult, and how the discourse of training or 'human resource management' is the best way to solve the social problems of major impact in the Portuguese society. To obtain valid data, we chose to drive a qualitative study, following an inductive strategy, therefore, the preferred data collection instrument was the semi-directive that was applied to 14 adults who carried out by the end of 2009 the high school certification through a system of Recognition, Validation and Certification of Competences, in the city of Faro. It was found, through the data collected, that the population who chooses this offer have differents careers and rich experiences that enabled them to acquire knowledge and skills that they didn‟t know they had. It was also observed that the impact that training has on the lives of respondents is usually expressed in feelings of personal accomplishment and increased of self-esteem. By analyzing the same data, it was found that hardly a high school certification has resulted in situations of career progression or improvement regarding the status of the individuals as workers. Finally, we note that the current situation is promoting changes in the conditions of the working population, namely there is a great awareness of the worsening of problems such as the precarious condition of work and the vulnerability of individuals to insecurity situations, uncertainty and risk in relation to maintenance a secure workplace.
