Os movimentos autárquicos não-partidários: forças de mudança? Os casos de Estremoz e Alandroal

Resumo
A participação ativa e empenhada dos cidadãos nas estruturas políticas nacionais e locais constitui um fenómeno europeu e global. Poderá ter origem na insatisfação com os partidos tradicionais, mas configura-se como fonte de regeneração do sistema. Em Portugal, o aparecimento de Movimentos Autárquicos Não-Partidários ocorre desde 2001 e tem vindo a aumentar. Estremoz e Alandroal representam exemplos onde estas formas organizadas detiveram ou detêm o poder. São movimentos dissidentes de partidos políticos, mas apoiados por cidadãos e refletindo as suas aspirações. Constituem formas de sucesso diferente. Em Estremoz, o movimento tem ganhado eleições sucessivamente, no Alandroal, a existência de duas forças, disputando terreno político semelhante, limitou o sucesso. Na generalidade, os movimentos políticos de cidadãos traduzem e apelam à regeneração da democracia e do sistema partidário tradicional.
The committed and active participation of citizens in national and local political structures is a European and global phenomenon. It might be a consequence of disappointment towards traditional parties, but it might also configure sources of regeneration. In Portugal, the emergence of Non-Partisan Local Movements occurs since 2001 and tends to increase. Estremoz and Alandroal are examples where these organized structures hold the power. These movements are dissident from the local traditional political parties, supported by citizens and mirroring their aspirations and needs. They represent citizen´s success in different levels. In Estremoz, the movement has always been successful when elections take place; in Alandroal, the existence of two political movements, struggling within the same ideological party family, meant less success for both. Citizens´ political movements appeal to regeneration of both the traditional party system and democracy.
