Da cidadania em áfrica à cidadania africana : cidade, cidadania e cooperação internacional em Angola

Resumo
Esta tese tem como tema “DA CIDADANIA EM ÁFRICA À CIDADANIA
AFRICANA” e o objectivo é identificar o efeito que as cidades desempenham sobre o
exercício da cidadania, centrando-se na República de Angola, mais especificamente nas
cidades de Luanda e de Benguela. A sustentação dos conceitos de cidade, cidadania e
cooperação internacional em Angola, são os subtítulos do trabalho. Para esta abordagem
utilizamos como metodologia o estudo descritivo exploratório que permitiu obter como
resultados o seguinte: na cidade de Benguela a cidadania funcionou sempre fazendo parte do
quotidiano dos cidadãos no cumprimento dos seus deveres e na reivindicação dos direitos
plasmados da Constituição do país. No caso de Luanda o estudo exploratório demonstrou uma
certa unanimidade na existência de uma cidadania africana tal como existem outras, a
cidadania é exercida na base dos preceitos da lei Constitucional isto trará como utilidade
enriquecer a academia de ciências sociais e políticas na visão da cidadania em África e a
cidadania Africana e contribuirá no prosseguimento dos estudos sobre o papel das cidades, a
cidadania e cooperação internacional.
Com a ascensão dos países do mundo ocidental e a aceleração no crescimento ao
longo do século XVIII verificou-se consequentemente um longo domínio político sobre os
outros povos, sobretudo na Ásia, América e África. Procuraremos ao longo deste trabalho
rever as questões que se prendem com as alterações culturais, políticas e sociais na vida do
continente africano e debruçar-nos sobre as questões relacionadas com os direitos, obrigações
civis e políticas dos cidadãos, distinguindo as atitudes da sua identidade.
A configuração das cidades, os novos modelos de parceria política e económica, os
traços da cooperação, devem ser considerados para o desenvolvimento no sentido de suprir a
falta de quadros técnicos necessários à manutenção da funcionalidade económica, procurando
ultrapassar a retração de um mercado, que fora auto-suficiente no início dos anos 70,
atingindo o seu auge com o «boom do café» em 1973. A recuperação do caminho de ferro de Benguela procurará realinhar o país na rota dos destinos dentro da economia global, partindo
como sempre do Atlântico (cidade do Lobito) e rasgando o interior da África Austral até
chegar ao Oceano Índico (Zâmbia)
A questão da Cidadania Africana de que tanto se fala é incipiente do ponto de vista
universal, quando as infraestruturas sociais e técnicas não conseguem responder às
necessidades dos cidadãos e a pobreza, acompanhada das enfermidades que lhe são
características, toma proporções incontroláveis.
This thesis has as theme "FROM CITIZENSHIP IN AFRICA TO AFRICAN CITIZENSHIP" and its goal is to identify the effect that cities play on the exercise of citizenship, focusing on the Republic of Angola, specifically in the cities of Benguela and Luanda. The support of the concepts of city, citizenship and international cooperation in Angola, are the subtitles work. To this approach we use as methodology an exploratory descriptive study that yielded the follow results: in the city of Benguela citizenship always worked as part of the daily life of citizens in fulfilling their duties and claim the rights enshrined in the Constitution. In the case of Luanda the exploratory study demonstrated a certain unanimity on the existence of an African citizenship as there are other, citizenship is exercised on the basis of the precepts of Constitutional law as it will enrich the academic usefulness of social and political sciences in view of citizenship Africa and African citizenship and contribute in further studies on the role of cities, citizenship and international cooperation. With the rise of the countries of the Western world and the acceleration in the growth during the eighteenth century there was consequently a long political dominance over other nations, especially in Asia, America and Africa. We shall seek throughout this work to review issues pertaining to cultural changes, political and social life in the African continent and dwell on issues related to the rights, civil obligations and citizens’ politics, distinguishing attitudes of their identity. The configuration of cities, new models of political and economic partnership, the traits of cooperation, should be considered for the development in order to address the lack of technical staff needed to maintain the economic functionality, looking beyond the downturn of a market that out self sufficient in the early '70s, reaching its peak with the 'coffee boom' in 1973. The recovery of the Benguela railway, will seek to realign the country on the map of destinations within the global economy, starting as usual Atlantic (Lobito) and ripping the interior of southern Africa to reach the Indian Ocean (Zambia). The issue of African Citizenship which is so much discussed is incipient from a universal point of view, when the social and technical infrastructure cannot meet the needs of citizens and poverty, accompanied by diseases that are features, takes uncontrollable proportions.
