Resumo
Tendo como base o facto de Angola ser membro da Comunidade para o
Desenvolvimento da África Austral (SADC), o presente estudo foi desenvolvido com o objetivo
de conhecer o processo de integração regional, através da caracterização do pensamento
que marcou a evolução dos movimentos de integração económica e da análise da realidade
vivenciada durante o período colonial, durante a guerra civil e mais recentemente de 2002 a
2019.
A aplicação do modelo de análise desenvolvido por Yadav, Balaji, & Jebarajakirthy
(2019) é aplicado por Estevão, Lopes Penela, & Soares (2020) no estudo da relação entre o
Ranking Doing Business e o PIB, permitiu introduzir uma visão sobre a crescente tendência
de associação entre a regulação e o crescimento económico, bem como, analisar em que
medida o fraco desempenho de Angola nos Rankings Doing Business, condiciona um maior
aproveitamento da sua presença na SADC.
Em termos de resultados foi possível observar que Angola ocupa a 177º posição,
ficando atrás apenas da República Democrática do Congo que ocupa o 183º lugar, no
contexto dos membros da SADC.
A análise dos indicadores do Banco Mundial permitiu concluir também que Angola
deve melhorar a regulação em todos os domínios deste ranking de formas a estimular o
empreendedorismo local e a iniciativa de investimento estrangeiro, principalmente a obtenção
dos créditos e a execução de contratos aonde registou os piores lugares nos rankings quando
comparados com os países da SADC.
Based on the fact that Angola is a member of the Sothern African Development Community (SADC), the present study was developed with the objetive of perceiving the regional integration process, through the characterization of the thinking that marked the evolution of the economic integration movements and the analysis of the reality experienced during the colonial period, during the civil war and more recently from 2002 to 2019. The application of the analysis model developed by Yedav, Balaji, & Jebarajakirthy (2019) is applied by Estevão, Lopes Penela, & Soares (2020) in the study of the relationship between the Ranking Doing Business and GDP, and it has allowed the introduction of a vision on the growing trend of the association between regulation and economic growth, as well as analyzing the extent to which Angola´s poor performance in the Ranking Doing Business, conditions a greater use of its presence in SADC. In terms of results, it was possible to observe that Angola ranks 177th, second only to the Democratic Republic of Congo, which ranks 183rd, in the context of SADC members. The analysis of the World Bank´s indicators allows the conclusion that Angola should improve regulation in all áreas of this ranking, in order to stimulate local entrepreneuship and foreing investment initiative, primarily in obtaining credits and executing contracts where it registered the worst rankings when compared to other SADC countries.
