Resumo
Focalizando no sentido ético-político de agir da assistente social, o presente relatório expõe a reflexão problematizada da prática profissional vivenciada no agrupamento de Centros de Saúde Sacavém/Loures (ACES VI Loures). A reflexão acontece mediada por referenciais teóricos e empíricos que lhe conferem sustentação.
Perceciona-se a intervenção da assistente social no Centro de Saúde como muito diversificada e complexa, atendendo à sua participação em várias unidades funcionais, programas e projectos, no âmbito das medidas de política social e ao trabalho quotidiano, com a população do Concelho de Loures.
Considera-se que a intervenção da assistente social emerge e termina na comunidade e que os serviços de proximidade têm o privilégio de conhecer melhor as populações derivando daqui a possibilidade de adaptarem programas e estratégias de atuação, de forma coerente e ajustada às características e necessidades locais.
Afirma-se que o desenvolvimento de uma intervenção com qualidade, junto da comunidade, só se torna possível se a assistente social puder realmente intervir de forma interdisciplinar e interpretar os fenómenos sociais numa visão holística.
Demonstra-se que o agir profissional da assistente social possui uma intencionalidade que tem subjacente uma dualidade de compromissos: o ético-político e o normativo-institucional. O primeiro é orientado por procedimentos teórico-metodológicos e por princípios éticos e deontológicos, que norteiam a relação com a população destinatária. O segundo é condicionado pelas orientações normativas emanadas da instituição sendo a maioria decorrente de decisões mais amplas tomadas pelo poder político.
A par dos princípios éticos, o agir do assistente social possui uma tradição política e autonómica mas, no quotidiano institucional, verifica-se frequentemente uma redução acentuada da autonomia profissional. Efectivamente, no caso em análise, a função da assistente social, no ACES VI Loures é associada a uma prática funcionalista de gestão de assuntos burocráticos e de questões pecuniárias.
Prevalece o normativo institucional em prejuízo de uma intervenção direta e competente junto das famílias, das pessoas e da comunidade, a partir da integração nas equipas de saúde.
Decorrentes deste estado de coisas surgem dilemas e inquietações no agir da assistente social. No contexto de um Serviço Nacional de Saúde (SNS) cada vez mais fragilizado pela não assunção de direitos outorgados pelo Estado de Direito ficam em causa a participação cidadã, a justiça social, a equidade e o bem-estar dos interventores e das populações.
The preparation of this professional activity report is based in the practice at the Cluster of General Practice Health Centers in Sacavém/Loures (ACES VI Loures). The discussion takes into account theoretical and empirical frameworks, which provide theoretical support. The intervention of a social worker at the health center is very diverse, given its participation in the various functional units, programs and projects in the context of social policy measures, in favor of the community of the council of Loures . Considering that the intervention emerges and ends in the community, it is thought that local proximity services have the privilege of knowing the people better and hence the possibility to adapt the programs and action strategies, in a more consistent and adjusted manner. It is stated that the development of quality intervention in the community setting is only possible if the social worker is involved in an interdisciplinary way and is able to interpret the social phenomena in a holistic manner. It is demonstrated that the professional practice has an intentionality that is based on a duality of commitments: the ethical-political and the regulatory and/or institutional. The first is guided by a code of ethical and deontological principles that guides the relationship with the target population. The second is conditioned by normative institutional guidance emanated daily, most of them resulting from decisions taken by the political power. Alongside ethical principles, the social worker action possesses a political and autonomical tradition but in the institutional daily reality, one sees an important reduction of the professional autonomy frequently. In fact, in the discusses case, the social worker function at the Cluster of General Practice health Centers in Loures is associated with a functionalist practice in solving of bureaucratic affairs and pecuniary matters. Due to the current status, dilemmas and restlessness arise in the worker practice. In the context of an increasingly fragile National Health Service (NHS) assumption of vested rights in the rule of law, the citizenship participation, social justice, equity and the well-being of professionals and populations are jeopardized.
