Resumo
Os assentamentos informais também conhecidos por musseques, localizados
maioritariamente nas margens da cidade de Luanda, representam de forma física a
segregação social do espaço urbano da capital.
Luanda conheceu índices elevados de migração interna (campo-cidade) num
período pós-colonial, isto devido ao fator guerra civil que o país enfrentou durante décadas.
Este crescimento demográfico não premeditado resultou paralelamente no crescimento
significativo de áreas informais da cidade.
A capital do país alberga hoje cerca de 6 milhões de habitantes, dos quais mais da
metade habita em áreas informais, carentes de infraestruturas básicas, equipamentos e de
condições mínimas de habitabilidade.
Diferentes cidades pelo mundo enfrentam esta mesma realidade, e em muitas
delas, têm sido feitas intervenções pontuais a nível de espaço público, de forma a deixar
certas comunidades mais funcionais que podem servir de exemplo para a realidade
angolana.
Para o caso de intervenções em assentamentos informais é importante ter-se em
conta referências bibliográficas, bem como experiências de casos similares. Para que
iniciativas do género sejam bem sucedidas, no caso particular de Luanda, é necessário que
se leve em conta as características dos assentamentos, os hábitos, os costumes e ou
culturas das populações destas comunidades e que olhares preconceituosos de culturas
externas sejam postos de lado.
Informal settlements also known as musseques, which are located mostly on the banks of the city of Luanda, represent physically the social segregation of the urban space of the capital. Luanda experienced high rates of internal migration (countryside-city) in a postcolonial period, due to the civil war factor that the country faced for decades. This unexpected demographic growth resulted in parallel growth in the informal areas of the city. The capital of the country now houses about 6 million inhabitants, more than half of whom live in informal areas, lacking basic infrastructure, facilities and minimal living conditions. Different cities around the world face the same reality, and in many of them, punctual interventions have been made in public space, in ways that make certain communities more functional that can serve as an example for the Angolan reality. In the case of interventions in informal settlements, it’s important to take into account bibliographic references as well as similar case experiences. For such initiatives to be successful, in the particular case of Luanda, it’s necessary to take into account the characteristics of the settlements, habits, customs and/or cultures of the populations of these communities and that biased views of external cultures are set aside.
