Educação social e popular na educação de jovens e adultos: a atuação dos organismos internacionais

Resumo
O artigo apresenta uma problematização sobre os pressupostos da Educação Social e da Educação Popular e a aproximação dos conceitos com a Educação de Jovens e Adultos a partir da década de 1970. O texto historiciza o nascimento da Educação Social no século XVIII e a sua inserção no mundo capitalista e socialista. No estudo identificamos os pressupostos históricos que nos possibilitam afirmar: a Pedagogia Social visa à manutenção do sistema vigente, seja ele socialista ou capitalista, enquanto à Educação Popular possui em seu cerne a transformação do sistema no qual está engendrada. Procuramos demonstrar que, mesmo durante o século XX, a Educação Popular esteve vinculada aos movimentos revolucionários ocorridos na América Latina, mas os organismos internacionais de maneira ideológica e intencional relacionaram o conceito de Educação Popular ao conceito de Educação Social. Assim, o artigo conclui: a Educação Popular foi cooptada pelo Estado e pelos organismos internacionais para sustentar ideologicamente a Educação de Jovens e Adultos, tornando-se um modelo de Educação Social no qual perdeu o seu cunho revolucionário.
The present study assesses the underlying preconditions of Social Education and Popular Education along with displaying its approximation with concepts regarding Youth and Adult Education from the decade of 1970. This particular article delineates the inception of Social Education back in the 18th century as well as its introduction in capitalist and socialist backgrounds. Furthermore, we have endeavoured to identify historical assumptions that enable us to state: Social Pedagogy aims at maintaining the existing system, whether it to be capitalist or socialist, whereas Popular Education has at its core remodelling its encompassed system. We have also made an effort to demonstrate that, even during the 20th century, Popular Education had a correspondence to the revolutionary movements that took place in Latin America, in spite of that, international organizations in an ideological and intentional way related the concept of Popular Education to the concept of Social Education. Under those circumstances, it concludes that Popular Education was co-opted by the State and international organizations to support ideologically Youth and Adult Education, thus, becoming a model of Social Education that has lost its revolutionary character.
