Resumo
O objetivo desse artigo é analisar as condições para que a mobilização do conhecimento influencie positivamente o setor público, privado, académico e social. Problematizam-se alguns alcances da mobilização do conhecimento para a transformação social e o papel que têm as políticas de inovação, ciência e tecnologia na sua promoção. A metodologia utlizada concebe, a partir de uma perspectiva histórica, estrutural e construtivista, as condições como construções que operam entre os determinantes da estrutura (nível macro) e as ações e interações desenvolvidas pelos atores (nível micro). Tudo isto em constante evolução e transformação. A partir desta perspectiva, a partir do nível macro, intervêm as políticas científicas, as recomendações dos organismos internacionais e as normativas. No nível micro encontram-se os académicos – cientistas, docentes, investigadores – que nas contínuas interações, na sua atuação cotidiana, constroem e reconstroem as suas práticas, que retroalimentam e reconfiguram as condições, no caso em análise, relacionadas com a mobilização do conhecimento. Entre as conclusões, destacase a necessidade de transformar além das políticas e normas, as culturas académicas e institucionais, que permitam e promovam pensar e fazer as coisas de maneira diferente para que a mobilização do conhecimento tenha um maior impacto social.
The main purpose of this paper is the analysis of knowledge mobilization’s conditions to have a positive impact on public, private, academic and social sectors. Some aspects of knowledge mobilization for social transformation and the role of innovation, science and technology policies in their promotion are discussed. The methodology employed conceives a structural historical and constructivist perspective. the conditions as constructions that are generated between the structure determinants (macro level) and the actions and interactions that the actors develop (micro level), all in constant evolution and transformation. From this macro perspective, scientific policies, international organisms recommendations and regulations are involved. At the micro level are the academics - scientists, teachers, researchers - who in the continuous interactions of their daily activities, construct and reconstruct their practices, which feedback and reconfigure the conditions, in the case of interest, for knowledge mobilization. The conclusions highlight the need to transform, in addition to policies and standards, academic and institutional cultures that allow and promote thinking and doing things differently in order to knowledge mobilization achieves a greater social impact.
