Políticas e práticas de habitação social : visão dos assistentes sociais

Resumo
As profundas alterações da sociedade têm promovido mudanças nas políticas habitacionais ligadas às transformações socioculturais de vida dos sujeitos, desafiando cada vez mais o Serviço Social a uma prática crítica, estruturalista e de mediação do acesso. A nova geração de políticas habitacionais oferece instrumentos inovadores na tentativa de mitigar o problema estrutural de condicionamento do direito à habitação em Portugal. Atualmente, as políticas têm alternado entre a promoção direta de habitação (como a construção em situações de carência de habitação dos estratos sociais insolventes) e a promoção indireta (através da atribuição de apoios financeiros e benefícios fiscais bem como o apoio à aquisição da sua própria habitação) (Matos, 2001, Serra, 2002, Antunes 2018). No âmbito deste artigo, interessou-nos o ângulo de visão do Serviço Social, sobre o modo como são percecionadas as possibilidades reais de acesso, no quadro das novas políticas e sobre possíveis transformações no campo de práticas. Como é que as alterações da política de habitação são percecionadas pelos profissionais? Quais as teorias da prática? Como se articula com recursos/políticas universalistas, capazes de reforçar o direito à habitação? Metodologicamente organizamos a pesquisa como estudos de caso, mobilizando o método qualitativo, para estudar práticas e visões de acesso em 4 concelhos da região norte de Portugal. Da pesquisa constataram-se visões positivas da transformação da política, nomeadamente pela alavancagem de novos recursos que permitem aumentar o acesso. Os profissionais reproduzem uma abordagem próxima das visões clássicas, individualista-reformista, de tipo assistencialista, muito suportada nos regulamentos municipais. Percebe-se que, a escassez do recurso tem desencadeado uma postura profissional normativa e tecnocrata, em detrimento de posturas reflexivas e críticas, de mediação política. A narrativa de eficácia e eficiência nem sempre corresponde à evidência empírica. É importante que os assistentes sociais adotem um paradigma alternativo de práticas, que enfatize a mediação, dado que o problema da habitação é um problema estrutural.
The profound changes in society have promoted shifts in housing policies linked to the sociocultural transformations of individuals' lives, increasingly challenging Social Services to adopt a critical, structuralist, and mediation-oriented practice in facilitating access. The new generation of housing policies offers innovative tools in an attempt to alleviate the structural problem of housing rights conditioning in Portugal. Currently, policies have alternated between the direct promotion of housing (such as construction in situations of housing shortage among insolvent social strata) and indirect promotion (through the provision of financial assistance and tax benefits as well as support for home ownership) (Matos, 2001; Serra, 2002; Antunes, 2018). We were interested in the perspective of Social Workers on how the real possibilities of access are perceived within the framework of new policies and potential transformations in the practices. Methodologically, we organized the research as case studies, mobilizing qualitative methods to study practices and access views in 4 municipalities in the northern region of Portugal. The research revealed positive views of policy transformation, notably due to the leveraging of new resources that increase access. Professionals reproduce an approach close to classical, individualistic-reformist views, of an assistance-oriented type, heavily supported by municipal regulations. It is understood that the scarcity of resources has triggered a normative and technocratic professionalism,at the expense of reflective and critical stances, of political mediation. The narrative of effectiveness and efficiency does not always correspond to empirical evidence. It is important for social workers to adopt an alternative paradigm of practices that emphasizes mediation, given that the housing problem is a structural issue.
