| dc.description.abstract | Vivemos um paradoxo: a liberdade e a razão podem abrir caminho ao enfraquecimento das instituições democráticas. Os totalitarismos do século XX alimentaram as ambiguidades sobre essa conclusão. Stefan Zweig falou-nos de sociedade livres, que se foram metendo na lógica da “servidão voluntária”. Se a legitimidade do voto e a legitimidade do exercício tendem a confundir-se, o poder baseado na decisão popular tem de reforçar a sua própria legitimidade, prosseguindo o interesse geral e preservando os valores comuns. Urge apostar inequivocamente na cultura, na educação e na ciência, que têm de estar no centro das preocupações de uma sociedade actual – só assim a democracia pode reforçar-se como aprendizagem das regras e das escolhas. As regras não podem ser fins em si – têm de ligar-se a princípios e valores. Hoje, os europeus estão confrontados com a necessidade de antecipar a evolução para poder escolher bem. Teme-se um directório? Teme-se a f ragmentação? O directório europeu está-se a construir perante o vazio de alternativas comunitárias. Quanto mais nos afastarmos das propostas da Convenção mais reforçaremos esse indesejável directório dos grandes. A fragmentação continuará se não houver políticas coordenadas sobre o emprego e sobre a coesão, económica, social e territorial, e se persistirem orientações contrárias ao governo económico. A Europa é não só a história, mas também a capacidade de a superar, porque razão e liberdade não são projectos fechados e definitivos. | pt |
| dc.description.abstract | We are living a paradox: freedom and reason may lead the way to the weakness of the democratic institutions.The twentieth century totalitarianisms have fed the ambiguity of that conclusion. Stefan Zweig has talked about free societies that have embarked on the logic of volunteer servitude. If the vote legitimacy and the exercice legitimacy tend to mix, the power based on popular choice will have to reinforce it own legitimacy in search for the general interest and the preservation of the shared values. It is urgent to bet unmistakably on the culture, education and science that must be the focus of nowadays' societies – this is the only way in which democracy can reinforce itself as the way of learning rules and choices. The rules cannot be an end – they must relate to principles and values. At present, Europeans face the need to antecipate the evolution in order to make a good choice. Do we fear a directory? Do we fear fragmentation? The European directory is being built in presence of the lack of community alternatives. The farther away we are from the Convention proposals, the more we reinforce that undesirable directory of the important ones. If there are no coordinated policies covering several areas like employment and economic, social and territorial cohesion, the fragmentation will continue to exist. Europe is not only the history but also the ability to overcome it for reason and freedom are not closed and final projects. | en |
