O diálogo entre território (relacional) e quotidiano das famílias realojadas na quinta da fonte: trajectórias de inclusão ou de exclusão?

A presente investigação pretende aprofundar algumas das questões associadas às pessoas
que residem em bairros sociais por via de processos de realojamento, resultado da acção das
medidas de políticas sociais de habitação, numa abordagem que se centra no diálogo que as
mesmas estabelecem com o território que ajudam a construir no seu quotidiano.
O micro território alvo da pesquisa é um bairro social na periferia de Lisboa, a Quinta da
Fonte, no concelho de Loures, espaço de vida de famílias que na sua maioria residiam em núcleos
degradados de barracas, e que ao longo dos anos tem vindo a ser alvo de projectos de intervenção
comunitária de intensidades e durações diversas.
Através de uma perspectiva que não se quer limitada às questões da pobreza e exclusão
social, pretende-se reflectir acerca da forma como alguns dos factores inerentes à vida nas cidades e
nos subúrbios, podem influenciar o quotidiano das pessoas, num mundo global gerador de riscos que
não escolhem classes sociais, mas cujos fluxos de informação são dominados apenas por alguns.
O processo de investigação é orientado por uma estratégia abdutiva, pelo que se privilegiam
sentimentos, perspectivas e motivações dos sujeitos na análise de conteúdo às nove entrevistas
semi-estruturadas, instrumento seleccionado como opção metodológica para a recolha dos dados.
O território, adoptado como o ‘chão da cidadania’, e palco de sucessivos jogos relacionais
entre os diversos actores sociais que nele intervêm, é compreendido através da singularidade das
trajectórias de vida, que se conclui terem sido marcadas pela mobilidade territorial, (que estagnou
com o realojamento) um recurso fundamental nos dias de hoje, mas não acessível a todos,
nomeadamente a estes moradores.
Os discursos dos entrevistados revelam infâncias marcadas pela pobreza e percursos
repletos de estratégias de sobrevivência, que mantiveram na Quinta da Fonte, embora actualmente
predominem sentimentos de medo e insegurança, que, inibem a produção de energia para uma
participação activa nos processos relacionais existentes no bairro. O conjunto que engloba as
histórias de vida individuais, a gestão de poderes e autonomias perante o que é estranho, a
intervenção pública, as representações sobre os profissionais, e mesmo a informação simbólica que
os media fazem circular sobre aquele “quartier sensible”, catapulta um ténue usufruto do espaço
público, compensado com a intensificação das relações sociais com os vizinhos próximos.
Detectou-se, no entanto, o principal factor de ruído no diálogo produzido entre aquele
território e as famílias que aí foram realojadas: a Quinta da Fonte é um bairro onde as pessoas não se
sentem bem.
Reconhecendo a importância do Serviço Social na construção das políticas sociais, entre as
quais as de habitação, esta investigação pretende, acima de tudo, dar “voz aos silenciosos da
História”.
This research aims to deepen some of the issues associated with people living in social housing through the processes of resettlement as a result of the action of the measures of social housing, an approach that focuses on dialogue that they establish with the territory that help building in their daily lives. The micro territory area of research is a housing estate on the outskirts of Lisbon, Quinta da Fonte, in the municipality of Loures, living space for families who mostly lived in tents degraded nuclei, and that over the years has been be the target of community intervention projects of various intensities and durations. Through a perspective that will not be limited to issues of poverty and social exclusion is intended to reflect on how some of the factors inherent to life in cities and suburbs, can influence the daily lives of people in a global world generator of risk who do not choose classes, but whose information flows are dominated by just a few. The investigation process is driven by an abductive strategy, so if you prefer feelings, perspectives and motivations of people in the content analysis to the nine semi-structured interviews, instrument selected as a methodological option for data collection. The territory was adopted as the 'ground of citizenship', and relational stage of successive games between the various social actors involved in it, it is understood by the uniqueness paths of life that follows have been marked by territorial mobility (which stagnated to the relocation) a vital resource today, but not accessible to all, especially to those residents. The speeches of interviewed reveal childhood marked by poverty and trails filled with survival strategies, which remained at Quinta da Fonte, although currently prevalent feelings of fear and insecurity, which inhibits the production of energy for active participation in relational processes existing in the neighborhood . The set that encompasses the individual life histories, management of power and autonomy at what is strange, public intervention, the representations of the professionals, and even the symbolic information that the media are circulating about that "quartier sensible" catapult a tenuous enjoyment of public space, offset by the intensification of social relations with neighbors nearby. It turned out, however, the main factor of noise produced in the dialogue between that territory and the families that were relocated there: Quinta da Fonte is a neighborhood where people do not feel well.
