Resumo
O artigo aborda o problema da construção europeia na perspectiva do paradigma da complexidade, uma perspectiva apostada na manutenção da variedade possível em cada sistema. A variedade interna dos sistemas sócio-políticos é um importante recurso, mas coloca desafios exigentes,para ser factor
de eficácia. A História mostra que a integração europeia tem de assentar na diversidade das nações
e povos que a constituem: não será interessante ceder à tentação da homogeneização por força de processos excessivamente centralizadores ou do primado do económico-financeiro sobre o social
e o cultural específico dos diferentes povos europeus.Aproveitar esta variedade exige a acção de líderes com visão aberta sobre o presente e o futuro.
O artigo traça um cenário desejável sobre o posicionamento dos Portugueses neste esforço
de desenvolvimento e consolidação da unitas multiplex (Morin 1984) da Europa.
This paper visualizes the construction of Europe as a political entity in the light of the paradigm of complexity, wich focus on the presevation of the maximum possible variety in every human system. Internal variety in socio-political systems is a very important resource, even if it poses great challenges as an efficacy tool. History tells us that european integration should be based upon the natural diversity of people and nations which have featured it overtime. Actually it would be a the cent e pomisleadin way to engage in a process of excessive homogeneity and centralization, forced by the primacy of economic and financial concerns. That would be a danger to the enhancement of the social and cultural specificity of european peoples, actually a powerful resource. What is important is to take this variety as a strength, and that implies the emergence of open mind and visionary leaders, sensitive to present and future challenges.. The athour presents finally a scenario on the role of Portugal in the construction and development of Europe as unitas multiplex (Morin 1984).
