Resumo
O objeto da presente investigação é a análise do controlo do Sistema de Informações da
República Portuguesa assegurado principalmente pelo Conselho de Fiscalização, eleito pela
Assembleia da República, podendo exercer também este órgão de soberania os seus poderes
jurídicos e políticos de fiscalização.
O trabalho consiste em cinco partes. A I Parte apresenta o Sistema de Informações da República
Portuguesa na sua orgânica e finalidades.
A II Parte refere-se à supervisão e controlo da atividade dos serviços de informação nas diversas
ordens estaduais.
A III Parte caracteriza o sistema português de fiscalização dos serviços de informações através do
Conselho de Fiscalização considerado como autoridade administrativa independente.
A IV Parte faz a apreciação geral do sistema português de fiscalização dos serviços de informações,
e elabora algumas considerações finais e conclusões.
Na V Parte, o trabalho termina após algumas opiniões críticas, com algumas sugestões de
melhoria da fiscalização do Sistema de Informações da República Portuguesa.
The object of the present investigation is the analysis of the legal-political control of the Portuguese Republic Information System which is mainly assured by the Supervisory Board, elected by the parlament, which may also exercise its legal and political powers of inspection. The work consists in five parts. The first part presents the Portuguese Republic Information System in its organic and purposes. The second part refers to the supervision and control of the activity of the intelligence agencies of the various countries. The third part characterizes the portuguese system of inspection of the intelligence services through the Supervisionary Board considered as independent administrative authority. The fourth part makes the general assessment of the portuguese system of inspection of the intelligence services. This investigation ends with some critical opinions, offering some sugestions regarding the improvement of the inspection activity by the Portuguese Republic Information System (fifth part).
