Resumo
Numa época em que aparentemente o real começa a perder terreno para o virtual, em que a inteligência artificial se torna o motor de uma nova natureza das coisas, com a Internet of Things cada vez mais presente nos nossos dispositivos, surge a emergência de uma mudança de paradigma na forma como experienciamos a cidade. Emergem as chamadas Smart Cities, um novo paradigma de organização do espaço, aliando a gestão de recursos à governamentalidade, de forma a garantir o desenvolvimento sustentável das cidades. São um programa necessário a enfrentar os efeitos de um encurtamento do território, para garantir a gestão da cidade em face do aumento de população, e da crescente pressão sobre os recursos.
No entanto, o conceito de cidade inteligente invoca um vasto número de imagens que nos levam para uma ideia de «futuro perfeito», abstraindo-se da importância crítica das pessoas que moldam as cidades e nelas habitam. Criam-se cenários assépticos, limpos, não-humanos, como se de cenários de ficção se tratassem.
Com esta dissertação propomo-nos debruçar sobre este conceito, guiado por ideias sustentáveis, entendendo a pertinência de novas teorias, como a do Actor-Rede e percebendo a mutação paradigmática que leva a considerar o aparecimento de novos actores, não só humanos, mas também não-humanos (como software, apps, etc.), doravante essenciais para uma compreensão do futuro das sociedades.
In a time when apparently the actual begins to lose ground to the virtual, in which artificial intelligence becomes the engine of a new nature of things, with the Internet of Things increasingly present in our devices, the emergence of a paradigm shift in the way we experience the city arises. The so-called Smart Cities emerge, a new paradigm of organization of space, combining the resources management to governmentality, in order to ensure the sustainable development of cities. They are a necessary program to face the effects of a territory shortenage, to assure the city management in face of increasing population, and the increasing pressure on resources. However, the concept of Smart City summons up invokes a large number of images that lead us to an idea of «perfect future», forgetting the critical importance of the people that shape cities and inhabit them. Aseptic, clean, non-human scenarios are created, as if fiction scenarios. With this dissertation we dwell on this concept, guided by sustainable ideas, understanding the relevance of new theories, such as Actor-Network, and realizing the paradigmatic mutation that leads to the emergence of new actors, not only humans, but also non-human (as software, apps, etc.), henceforth essential to an understanding of the future of societies.
