Resumo
A presente tese investiga a estrutura e o funcionamento do Conselho de Segurança
da Organização das Nações Unidas (CS-ONU), desde a sua criação, em 1946, até aos dias
de hoje, propondo-se um balanço sobre as primeiras sete décadas da sua existência.
O objectivo é indagar se o referido Conselho, tal como foi concebido, está em
condições de continuar a desempenhar o seu papel em prol da paz e da segurança
internacionais, ou se é um órgão que precisa de ser reestruturado.
Admitindo a hipótese da necessidade de reforma, apresentam-se algumas propostas
de reestruturação do CS-ONU em prol de uma maior eficácia na forma como cumpre os
seus objectivos e exerce as suas funções.
Dissertar sobre o CS-ONU em geral, e em particular, sobre a necessidade de
proceder à reforma da sua estrutura e modelo de funcionamento, parte do princípio da
utilidade da sua existência e, em consequência, fundamenta-se nesse pressuposto básico.
The thesis studies the structure and the functionality of the United Nations Security Council (UNSC), since its creation in 1945 up until today. More than six decades of its existence are analyzed. The thesis asks if the Security Council is still able to assume its role in favour of peace and international security or if it needs to be restructured. Admitting the possibility and need of reform, some proposals are introduced in the name of efficiency of UNSC’s objectives and functions. The argument structuring this dissertation, the need to reform the UN structure and its functionality, mirrors the basic assumption that the UN guiding principles are useful and very important. That’s why they need to be changed.
