Resumo
A presente dissertação aborda um dos maiores desafios que os países em
desenvolvimento enfrentam atualmente: o rápido e descontrolado crescimento dos bairros
precários sem um planeamento prévio. Tendo em consideração o caso de estudo – Ribeira
Bote, mais precisamente Ilha d’Madeira – procurou-se, ao longo da investigação,
compreender os processos de transformação dos assentamentos precários e as possíveis
soluções para o melhoramento dos mesmos. De forma a compreender a evolução e a
situação urbana e social atual, foi efetuada uma análise exaustiva sobre o local, levando
assim, a perceção acerca das principais carências do bairro.
Ribeira Bote, ao longo da história da cidade do Mindelo, ficou marcado como sendo
um bairro conflituoso, porém, com um marco de identidade e cultura bastante forte e
enriquecida. Este estudo permite entender e refletir sobre as principais carências do bairro,
nomeadamente a inexistência de espaços e equipamentos públicos que de certa forma
impossibilita que a comunidade do bairro e a comunidade exterior criem uma conexão,
levando à exclusão social.
A investigação contribuiu para o desenvolvimento de uma metodologia através de
estratégias de intervenção no bairro Ilha d’Madeira, podendo assim complementar as
soluções existentes e preencher algumas das carências identificadas e expressas pela
população. Nesta perspetiva, estas estratégias de intervenção têm o intuito de desenvolver
uma relação entre a cultura desta população e as estratégias propostas para o bairro, tendo
em consideração as suas expetativas e as suas necessidades.
The present dissertation addresses one of the biggest challenges developing countries are facing today: the accelerated and uncontrolled growth of slums without previous planning. Taking into account the case study - Ribeira Bote, more precisely Ilha d'Madeira - throughout the investigation, it is sought to understand the transformation processes of slums and possible solutions for their improvement. The investigation led to a study that seeks to understand the evolution and the current urban and social situation, through an exhaustive analysis of the place, leading to understand the main neighborhood needs. Ribeira Bote, throughout the history of the city of Mindelo, was marked as being a conflicted neighborhood, but with a strong and enriched identity and culture. The study made it possible to understand and reflect on the main needs of the slum, namely the lack of spaces and public facilities that in a way, hinders a relationship between the slum community and the local community, preventing a connection and ultimately, leading to social exclusion. The research contributed for the development of a methodology through interventional strategies in Ilha d'Madeira’s settlement, therefore complementing existing solutions and filling some of the identified needs expressed by the population. In this perspective, these interventional strategies aim to develop a relationship between the culture of this population and the strategies proposed for the settlement according to the expectations and needs of the population.
