O financiamento da Educação Superior: uma análise do custo do aluno e sua percepção nos cursos do Centro de Ciências Sociais e Aplicadas da Universidade Federal de Sergipe : 2011 e 2012

Resumo
Em virtude da escassez de recursos recebidos pelas instituições públicas federais,
tornou-se fundamental a busca de alternativas que contribuam para fortalecer o gestor
na tomada de decisões e, por conseguinte, permitam um melhor gerenciamento de tais recursos. Este trabalho procurou identificar o custo do aluno dos cursos do Centro de
Ciências Sociais e Aplicadas da Universidade Federal de Sergipe (UFS – Brasil) nos
anos de 2011 e 2012. Para tanto, separou-se o custo do ensino dos demais produtos
(pesquisa e extensão) que a universidade oferece. O custo total desse Centro foi de 28% das despesas de custeio da UFS. O custo médio do aluno ficou em R$ 5.108 e R$ 5.697,
em 2011 e 2012, respectivamente. Após exclusão dos alunos de outros cursos, esse
custo médio atingiu R$ 3.800 em 2011 e R$ 4.795 em 2012. Também se traçou o perfil socioeconômico dos alunos, com suas percepções e expectativas quanto ao papel da
universidade em sua vida e na sociedade. Ficou evidente que a escolha do curso deveuse
ao interesse pela profissão, à possibilidade de ascensão social e de inserção no
mercado de trabalho. A escolha da instituição (UFS), por sua vez, adveio de sua relevância na sociedade, como polo gerador de conhecimento e qualificação
profissional.
Due to the shortage of funds received by the federal public institutions, it became essential to search for alternatives that will contribute to strengthen the leadership in decision making and therefore allow for better management of these resources. This study sought to identify the cost of the student from courses of the Social and Applied Sciences Centre of the Federal University of Sergipe (UFS - Brazil.) in 2011 and 2012. Therefore, the cost of teaching was separated from the other products (research and extension) that the university offers. The total cost of this center corresponds to 28% of the total of expenditures of the UFS. The average cost per student was R$ 5,108 and R$ 5,697 in 2011 and 2012, respectively. After exclusion of students from other courses, the average cost fell down to R$ 3,800 in 2011 and R$ 4,795 in 2012. The socioeconomic profile of students, their perceptions and expectations concerning the role of the university in their lives and in society was also traced. It was evident that the choice of the course was due to the interest in the profession, the possibility of social mobility and integration into the labor market. The choice of institution (UFS), on the other hand, stemmed from its relevance in the society, as a generator polo of knowledge and professional skills.
