A migração dos alunos da escola pública para a escola privada : uma reflexão sobre a realidade de um município do Estado do Maranhão, Brasil

A educação básica brasileira vem passando por transformações, desde o seu surgimento
até os dias atuais, que visam atender as demandas, para qualificar o processo de ensino e
aprendizagem, no intuito de formar o cidadão de forma integral. Por isso, esta tornou-se “o
direito de todos”. Porém, apesar de todo aparato legal que a educação básica brasileira possui,
esta vem passando por grandes problemas que insistem em permanecer no âmbito escolar.
Assim, na busca da consolidação deste direito, muitas famílias procuram nas escolas privadas
a garantia da aquisição de uma educação satisfatória e plena para seus filhos. Desta forma
surge o fenômeno da migração de alunos da escola pública para a escola privada, um
movimento das famílias de baixa renda, que buscaram no programa social “Bolsa Família”
subsídios para garantir o direito de uma educação pautável como direito. A pesquisa
desenvolveu-se no cenário sócio educacional de um município maranhense, onde a
pesquisadora observa o fenômeno de migração desde 2010. Para melhor resultado, o
desenvolvimento da pesquisa se deu em dois momentos: primeiro, observação na secretaria e
escolas onde o fenômeno da migração era mais grave; depois, entrevistas aleatórias com 30
famílias a partir do descritor participantes do Programa Bolsa família. O presente trabalho tem
por objetivo compreender as causas da migração escolar dos alunos do ensino fundamental
das escolas públicas para as escolas privadas, em um município do Estado do Maranhão.
The basic education in Brazil has been undergoing transformations, since its appearance until the present day, which aim to meet the demands, to qualify the teaching and learning process, in order to form the citizen of integral way. Therefore, this became "the right of everyone." However, despite all the legal apparatus that the Brazilian basic education has, this has been going through major problems which insist on staying in school. Thus, in the pursuit of the consolidation of this law, many families seek private schools to guarantee the acquisition of a full and satisfactory education for their children. Thus arises the phenomenon of migration of students from public schools to private school, a movement of low-income families, who sought the social program "Bolsa Familia" subsidies to ensure the right to an education as a right. The research was developed in the scenario educational partner of a maranhense county, where the researcher observes the migration phenomenon since 2010. For best results, the development of the research occurred in two moments: first, note the secretariat and schools where the migration phenomenon was more severe; then, random interviews with 30 families from the descriptor for participants of the Bolsa Família Program. The present study aims to understand the causes of migration schooling for primary school students from public schools to private schools, in a county of Maranhão state.
