Resumo
Em Portugal, a responsabilidade pela gestão de obras de arte distribui-se por várias
entidades. Os principais gestores de obras de arte em Portugal são a IP e a Brisa, existindo
também um vasto parque de obras de arte sob domínio dos municípios. No entanto, as
informações sobre as obras de arte sob jurisdição municipal e a sua gestão são escassas, o que
torna difícil efetuar a sua caracterização. Desconhece-se a quantidade e a condição deste
património, pois a maioria das autarquias não possui um inventário das suas estruturas, não
realiza inspeções periódicas e ações de manutenção regulares, e não possui um sistema de
gestão de obras de arte. Também não existem atualmente documentos normativos ou
legislativos que estabeleçam requisitos de conservação mínimos das estruturas ou que regulem
a gestão de obras de arte sob domínio municipal.
A implementação de um sistema de gestão de obras de arte é imprescindível para
assegurar o investimento que as obras de arte representam, garantir a segurança e um adequado
desempenho funcional das estruturas durante o seu período de vida útil, e apoiar a decisão dos
decisores na gestão racional dos limitados recursos financeiros disponíveis e no planeamento
das atividades de manutenção e conservação. O inventário é uma componente fundamental
nestes sistemas, uma vez que precede e serve de base para a futura realização das inspeções
periódicas e dos trabalhos de manutenção ou conservação.
Através da implementação do “Projeto Reconhecer” foi realizado o inventário de 116
obras de arte sob a responsabilidade direta da Câmara Municipal de Barcelos (CMB). Este
projeto de investigação e desenvolvimento resultou da celebração de um protocolo envolvendo
a Universidade Lusófona de Humanidades e Tecnologias (ULHT), o Laboratório Nacional de
Engenharia Civil e a CMB.
Os objetivos principais da presente dissertação são: (i) conhecer as atuais práticas de
gestão de obras de arte municipais e caracterizar as estruturas sob jurisdição dos municípios;
(ii) identificar as dificuldades e necessidades dos municípios para efetuar a sua gestão; (iii)
descrever a metodologia desenvolvida pelo Projeto Reconhecer para a realização do inventário
das obras de arte do Concelho de Barcelos, constituída por um conjunto de procedimentos
normalizados e na qual a ficha de inspeção de inventário é o elemento mais relevante; e (iv)
caracterizar estas estruturas.

In Portugal, the responsibility for the management of bridges is distributed among several entities. The main bridge managers in Portugal are IP and Brisa, and there is also a vast collective of bridges under the domain of municipalities. However, information on bridges under municipal jurisdiction and how they are managed are scarce, which makes it difficult to characterize them. The quantity and condition of these assets is unknown, as most municipalities do not keep an inventory of their structures, do not carry out periodic inspections and regular maintenance actions, and do not have a management system for bridges. There are also currently no normative or legislative documents that establish minimum conservation requirements for structures or that regulate the management of bridges under municipal domain. It is essential to implement a bridge management system in order to ensure the investment that bridges represent, to guarantee the safety and adequate functional performance of the structures during their lifetime, and to support the decision of managers in the rational management of the limited financial resources available and in the planning of maintenance and conservation activities. The inventory is a fundamental component in these systems, since it precedes and serves as a basis for the future performance of periodic inspections and maintenance, or conservation works. Through the implementation of the "Reconhecer Project", the inventory of 116 works of art under the direct responsibility of the Municipality of Barcelos (CMB) was carried out. This research and development project resulted from the signing of a protocol involving the Lusophone University of Humanities and Technologies (ULHT), the National Laboratory of Civil Engineering and the CMB. The main objectives of this dissertation are: (i) to know the current management practices of municipal bridges and to characterize the structures under the jurisdiction of municipalities; (ii) to identify the difficulties and needs of municipalities to perform their management; (iii) to describe the methodology developed by the “Reconhecer Project” to perform the inventory of the bridges of the Municipality of Barcelos, consisting of a set of standard procedures and in which the inventory inspection form is the most relevant element; and (iv) to characterize these structures.
