Resumo
This paper discusses the reforms of higher education in Brazil based on two categories, namely: ‘time(s)’ and ‘movement(s)’. The ‘times’ of higher education policies are organized in different moments, from the emergence of the first institutions of this level of education to the present; their ‘movements’, in turn, are reviewed by an analysis of its indicators in the considered intervals, seeking to clarify the dynamics between the public and private sectors. The study allows us to make some relevant observations to policy analysis, specifically: the close link between education policy and the economic and political contexts of their formulation and implementation; the relevance of observing ‘long term’ intervals of analysis to a broader understanding of the policies’ significance; among others.
