Resumo
Assegurar uma melhoria na qualidade da liderança constitui um dos grandes desafios no campo educativo com vista à melhoria da qualidade da escola do século XXI. Neste sentido, a OCDE tem vindo a dinamizar um conjunto de ações internacionais que visam a melhoria da atividade de liderança escolar. Assim, uma das principais preocupações dos países da comunidade europeia reside no melhoramento do recrutamento de Diretores escolares e, consequentemente, no estabelecimento de normas profissionais de competências de liderança.
Neste contexto, o presente estudo visou identificar as competências que um conjunto de docentes do ensino básico e secundário, de diferentes zonas geográficas do país, julga essenciais à tarefa de liderança por parte do Diretor, bem como a construção de um quadro de referência de liderança para o atual papel de Diretor, em Portugal.
A presente investigação baseou-se sobretudo num leque de relatórios elaborados pela OCDE, onde constam quadros de referência de liderança para as escolas de diversos países e no referencial teórico de vários autores, tais como Harris, Leithwood, Day, Woods, Hallinger e Elmore, entre outros, que serviu de base para a construção do questionário.
Os resultados do estudo evidenciaram que os docentes consideram que o Diretor de escola deve responsabilizar-se por toda a comunidade escolar, com base nos valores principais de liderança, mantendo um clima de trabalho seguro e saudável, desenvolvendo uma cultura de aprendizagem bem-sucedida, assim como deverá implementar de forma colaborativa uma visão partilhada de gestão. Confirmou-se, ainda, que os professores reconhecem as dimensões Orientação estratégica, visão e missão, Processo de ensino e aprendizagem, Relações interpessoais e desenvolvimento, Organização e gestão de recursos, Prestação de contas e responsabilização, e Relações com a comunidade e contextos, como os referenciais padrão de liderança essenciais às atuais tarefas do Diretor Escolar.
To ensure improvement in the quality of leadership is one of the major challenges in the educational field, in order to improve quality of the school of the XXI century. In this sense, the OECD has been encouraging a number of international actions aimed to improve the activity of school leadership. Thus, one of the main concerns of the countries of the European community lies in improving the recruitment of school principals and consequently the establishment of professional standards of leadership competencies. In this context, the present study aimed to identify the skills and strategies that a group primary and secondary school teachers from different geographic areas of the country deems essential for the leadership task, as well as the construction of a framework Leadership role for the role of Director in Portugal. The present investigation was mainly based on a large number of reports prepared by the OECD, which include reference frameworks for leadership in schools in several countries, and the theoretical framework of several authors, such as:Harris, Leithwood, Day, Woods, Hallinger and Elmore, among others, which served as the basis for the construction of the questionnaire. The results of the study showed that teachers feel that the School Principal should be accountable to the entire school community, building on the core values of leadership, maintaining a safe and healthy working environment, developing a culture of successful learning, as well as, it should implement a shared vision of management in a collaborative way. It was also confirmed that teachers recognize the dimensions, Strategic orientation, vision and mission, Teaching and learning process, Interpersonal relations and development, Organization and resource management, Accountability and accountability and Community Relations and Contexts as the standard leadership framework essential to the current duties of the school principal.
