A importância dos meios de comunicação nas relações entre os estados com vista à promoção dos direitos humanos

Resumo
O presente estudo insere-se no campo de pesquisa relativo à Importância da Comunicação e da Diplomacia no âmbito da Promoção e Defesa dos Direitos Humanos.
A Defesa dos Direitos Humanos continua a merecer uma profunda reflexão em termos académicos e apesar, de terem passado mais de setenta anos sobre a elaboração da Carta das Nações Unidas e da Declaração Universal dos Direitos do Homem que lhe conferem um caráter internacional existem ainda sistemas a nível regional que procuram a sua salvaguarda e defesa, o que possibilita a criação de um sistema de tutela que faz com que estes documentos tenham perante os Estados partes que os ratificaram um caráter vinculativo, no sentido de respeitar as normas neles elencados.
No entanto, passados todos estes anos, foram muitas as alterações geopolíticas e geoestratégicas porque a sociedade internacional passou o que, implica que continuem a não ser respeitados nem dignificados tal como deveriam, e tal como foram idealizados por aqueles que os enunciaram e proclamaram com o intuito de fazerem com que estes princípios sejam cumpridos e observados por todos os Estados.
A Comunicação tem um papel a desempenhar sobre esta temática não só no sentido da sua promoção e divulgação como de denúncia das constantes violações que são infringidas em todo o Mundo e que põem em causa a dignidade do ser humano e em muitos casos o direito à vida, e à sua existência enquanto ser humano.
A diplomacia tem desempenhado um papel fundamental na garantia quer ao Estado, quer aos cidadãos que representam de que os seus direitos devem ser respeitados servindo como interlocutores na defesa e salvaguarda no sentido procurar redimir através dos mecanismos de proteção existentes aqueles que são vítimas de violação dos direitos humanos.
Apesar de todos os instrumentos jurídicos existentes continua a ser urgente a salvaguarda e a defesa dos Direitos Humanos, porque tal como no passado estes continuam a ser violados em larga escala e enquanto assim for é preciso passar das palavras aos atos.
This study is part of the research field on the Importance of Communication and Diplomacy in the Promotion and Defense of Human Rights. The defense of human rights still deserves deep thought in academic terms and although more than seventy years have passed over the drafting of the United Nations Charter and the Universal Declaration of Human Rights which give it an international character there are still systems to be regional level seeking their safeguard and defense, which enables the creation of a system of protection that makes these documents binding on the States Parties that have ratified them, in order to respect the rules listed therein. However, changes because international society in geostrategic and geopolitical terms have passed over this period of time have meant that they are no longer respected or dignified as they should be, and as envisioned by those who have enunciated and proclaimed them. be part of the principles that must be observed by all states. The Communication has a role to play on this issue, not only in its promotion and dissemination, but also in denouncing the constant violations that are infringed all over the world and which undermine human dignity and in many cases the right to life, and its existence as a human being. Diplomacy has played a key role in ensuring both the state and the citizens who represent that their rights should be respected by serving as interlocutors in the defense and safeguarding through the existing protection mechanisms those who are victims of rights violations humans. Despite all existing legal instruments, the safeguarding and defense of human rights remains urgent because, as in the past, they continue to be violated on a large scale and, as such, words need to be passed on.
