A atuação dos poderes públicos na distribuição de renda no Brasil: análise do Programa Bolsa Família no período de 2003 a 2010

No contexto do surgimento de uma nova concepção de política social advinda do
redesenho institucional do Estado e fortemente influenciada pelas novas formas de
atuação políticas dos atores da sociedade civil, o estudo tem como proposta a discussão
da atuação dos poderes públicos na distribuição de renda no Brasil, com o objetivo de
analisar o Programa Bolsa Família no período de 2003 a 2010 e os benefícios gerados
para as camadas menos favorecidas da sociedade brasileira.O referido programa
realizou a erradicação da miséria através da transferência de renda para várias famílias
que se encontravam em condições indigna sendo representativo e significativo no
combate à fome. Foram utilizados indicadores de distribuição de renda para o referido
período, avaliando os comportamentos das curvas dessa distribuição. Para uma maior
confiabilidade foram analisados as correlações entre os indicadores econômicos
baseados no Produto Interno Bruto e os indicadores relacionados com a Distribuição de
Renda. A pesquisa se estruturou nos dados estatísticos oficiais do IBGE e do Ministério
do Desenvolvimento Social e Combate à Fome, bem como artigos acadêmicos, leitura
dos periódicos da época.
In the context of the emergence of a new conception of social policy derived from the institutional redesign of the State and strongly influenced by the new forms of political action of the civil society actors, the study has as a proposal the discussion of the performance of public powers in the distribution of income in Brazil , with the objective of analyzing the Bolsa Família Program in the period from 2003 to 2010 and the benefits generated for the less favored classes of Brazilian society. The said program carried out the eradication of poverty by transferring income to several families that were in conditions unworthy being representative and significant in the fight against hunger. Income distribution indicators were used for this period, evaluating the behavior of the curves of this distribution. For a greater reliability, the correlations between the economic indicators based on the Gross Domestic Product and the indicators related to the Income Distribution were analyzed. The research was structured in the official statistical data of IBGE and the Ministry of Social Development and Fight against Hunger, as well as academic articles, reading the periodicals of the time.
