Níveis de fluxo e nova centralidade : reabilitação do espaço público na entrada nascente de Cascais

Resumo
A entrada nascente de Cascais, identificando-se como um espaço rural ligado a atividades
balneares e de pesca, foi sofrendo transformações ao longo dos anos, tanto com a construção do
caminho-de-ferro como pela avenida marginal, criando neste território um corte e uma separação de
duas realidades: a praia e a costa.
A entrada nascente de Cascais define-se como um polo de concentração de eixos viários que
“desaguam” no interior da Vila: a estação ferroviária e a avenida marginal. Este corte, cria uma
modificação notável do território, fragmentando-o, transformando e consumindo a paisagem costeira da
Vila.
É nossa proposta reabilitar as descontinuidades através dos caminhos da memória, enfatizados
pela centralidade de uma praça ribeirinha sob a linha do caminho-de-ferro e à cota inferior da avenida
marginal, funcionando com dois níveis de ligação: o apeadeiro oeste da estação ferroviária de Cascais e a
superfície comercial, desenvolvendo-se à mesma cota do passeio marítimo.
Contrapondo-se a toda esta ideia de organização espacial de desnivelamentos através da
horizontalidade, é necessário referir que para além de um percurso de escadas existe marco de
verticalidade total através da implantação de duas colunas que se assume como elemento simbólico, que
escultoricamente silencioso se eleva para o céu. Estas duas colunas também destacam o projeto na sua
dimensão cósmica, à escala paisagística e monumental: de facto, assumindo-se como marcos de
referência, também é possível afirmar que “foram feitas para serem vistas ao longe” – a dualidade das
colunas pretende, ainda, evocar a memória e união de duas antigas ribeiras existentes na Vila de Cascais.
A água resultante dessa unificação percorre as colunas e desagua no mar.
The Cascais entrance identifying itself as a rural space linked to bathing and fishing activities, has undergone transformations over the years, both with the construction of the railroad and the avenida marginal, creating in this territory a cut and a separation of two realities: the beach and the coast. The Cascais entrance is defined as a hub for the concentration of road axes that “flow” into the countryside: the train station and the marginal avenue. This cut creates a noticeable change in the territory, fragmenting it, transforming and consuming the coastal landscape of the Vila. It is our proposal to rehabilitate discontinuities through the paths of memory, emphasized by the centrality of a riverside square under the railway line and at the lower elevation of the marginal avenue, functioning with two levels of connection: the west stop of the railway station of Cascais and the commercial area, developing at the same level as the promenade. In contrast to this whole idea of spatial organization of unevenness through horizontality, it is necessary to mention that in addition to a stairway there is a mark of total verticality through the implantation of two columns that are assumed as symbolic elements, which are sculpturally silent. to the sky. These two columns also highlight the project in its cosmic dimension, on a landscape and monumental scale: in fact, assuming itself as benchmarks, it is also possible to say that “they were made to be seen from afar” - the duality of the columns intends, also, evoke the memory and union of two old streams existing in the village of Cascais.
