O lugar e o papel da Comunidade Internacional no processo de negociação de paz do conflito Israel-Palestina

Abstract

Com a presente dissertação, procurar-se-á investigar a influência da comunidade internacional no processo de negociação de paz no conflito entre Israel e a Palestina. A investigação foca em entender o papel que a comunidade internacional tem vindo a desempenhar desde o início do conflito, sendo um conflito de décadas que tem se tornado cada vez mais atual e uma ameaça à paz mundial. Para que se possa ter um entendimento analítico sobre as bases que deram início a um conflito de décadas, e perceber as leis e direitos que estão em torno do mesmo será feito analise dos conceitos basilares, quando está a se tratar de matéria de conflito, de autodeterminação como Estado e disputa de território. Foi possível compreender e analisar o papel e a relevância que a Comunidade Internacional tem vindo a desempenhar desde o início da sua intervenção no conflito, sendo possível entender que atualmente a Comunidade Internacional representa vários papeis neste contexto diplomático ou mesmo de negociações de paz, como entidade mediadora da paz, a voz do mundo que apela pelo fim do conflito; agente que presta assistencialismo humanitário e não só. Com isso a investigação atenta-se em analisar os grandes intervenientes neste conflito, como a ONU, Conselho de Segurança da ONU, Movimento Hamas, UE, UNRWA entre outros que também têm desempenhado um papel importantíssimo. Para além do grande número de asilados e refugiados, milhares de vidas foram perdidas como resultado desta guerra e perderemos muito mais se não intendermos a influência que tem a Comunidade Internacional no conflito, o papel e a responsabilidade que tem.

This dissertation aims to investigate the influence of the international community in the peace negotiation process in the conflict between Israel and Palestine. The research focuses on understanding the role that the international community has been playing since the beginning of the conflict, a decades-long conflict that has become increasingly current and a threat to world peace. To have an analytical understanding of the foundations that gave rise to a decades-long conflict, and to understand the laws and rights that surround it, an analysis of the basic concepts will be made, when dealing with matters of conflict, self-determination as a State and territorial dispute. It was possible to understand and analyze the role and relevance that the International Community has been playing since the beginning of its intervention in the conflict, and it is possible to understand that currently the International Community plays several roles in this diplomatic context or even in peace negotiations, as a peace mediating entity, the voice of the world that calls for an end to the conflict; an agent that provides humanitarian assistance and more. The investigation therefore focuses on analyzing the major players in this conflict, such as the UN, the UN Security Council, the Hamas Movement, the EU, UNRWA, among others, who have also played a very important role. In addition to the large number of asylum seekers and refugees, thousands of lives have been lost because of this war and we will lose many more if we do not understand the influence that the International Community has on the conflict, its role and responsibility.
