Resumo
O objetivo do artigo é defender um aparato teórico-conceitual e analítico sobre as noções de democracia, Estado e ideologia para analisar alguns dos avanços do capitalismo contemporâneo em sua era digital na política educacional global. O procedimento analítico baseia-se em uma revisão crítica da literatura sobre democracia, Estado e ideologia, com foco nos contextos da política educativa em Portugal e Brasil, enquadrado em três períodos de crises cíclicas do capitalismo. A primeira seção concentra-se na democracia, partindo da Revolução dos Cravos de 1974 (Portugal) e do final da ditadura civil-militar em 1985 (Brasil). A segunda seção focaliza-se no Estado após a crise capitalista de 2008. A terceira seção concentra-se na ideologia após a crise da pandemia global de Covid-19. Os resultados e conclusões estão centrados em defender e advogar três aspectos centrais para analisar o capitalismo contemporâneo em sua era digital. Em primeiro lugar, estudar a democracia como um processo de construção histórica. Em segundo lugar, examinar o Estado contemporâneo como uma relação social através da análise de redes de governança e da relação entre o público e o privado. Em terceiro lugar, analisar a ideologia existente na configuração presente e futura das reformas educacionais através das noções de imaginários sociotécnicos e tecnosolucionismo.
The aim of the article is to defend a theoretical-conceptual and analytical framework regarding the notions of democracy, state, and ideology to analyze some of the advances of contemporary capitalism in its digital era within global education policy. The analytical procedure is based on a critical literature review on democracy, state, and ideology, focusing on the contexts of educational policy in Portugal and Brazil, framed within three periods of cyclical capitalist crises. The first section focuses on democracy, starting from the Carnation Revolution of 1974 (Portugal) and the end of the civic-military dictatorship in 1985 (Brazil). The second section centers on the state following the capitalist crisis of 2008. The third section addresses ideology in the context of the Covid-19 crisis. The results and conclusions focus on defending and advocating three central aspects for analyzing contemporary capitalism in its digital era. Firstly, studying democracy as a process of historical construction. Secondly, examining the contemporary State as a social relation through the analysis of governance networks and the relationship between the public and the private spheres. Thirdly, analyzing the existing ideology in the present and future configuration of educational reforms through the notions of sociotechnical imaginaries and technosolutionism.
