Resumo
O presente estudo visa compreender o papel da Universidade Técnológica Federal do Paraná no Brasil e do Instituto Politécnico de Bragança
em Portugal, no que concerne as políticas internas desenvolvidas numa
perspectiva de coesão territorial e de afirmação nacional e internacional,
com vista ao desenvolvimento regional. A UTFPR é a primeira e única
Universidade Tecnológica (UT) do Brasil, criada em 2005, após transformação induzida por mudanças legais impostas ao ensino profissional
no País. O IPB criado a partir da Reforma de Veiga Simão (1973) como
parte de uma estratégia política para diversificação e democratização do
acesso ao ensino superior português. O corpus documental da pesquisa
é composto por documentos oficiais da instituição e entrevistas semiestruturadas aplicadas a gestores envolvidos tanto no processo de constituição destas instituições quanto de seu momento atual. Os dados foram tratados através da técnica de Análise de Conteúdo. Constatou-se
que as atividades extensionistas estavam mais presentes nos primeiros
anos da UTFPR. Verificamos que há pouco incentivo da UTFPR para
a extensão, sem políticas internas que meçam o relacionamento dos
docentes com o meio. No caso do IPB verificou-se que a instituição
conseguiu organizar estratégias próprias e redefinir sua missão voltada
para o desenvolvimento da região.

The present study aims to understand the role of UTFPR and IPB in the internal policies developed with a view to territorial cohesion and national and international affirmation, with a view to regional development. UTFPR is the first and only University of Technology in Brazil, created in 2005, after transformation induced by legal changes imposed on professional education in the country. The IPB created from the Veiga Simão Reform (1973) as part of a political strategy for diversification and democratization of access to Portuguese higher education. The documentary evidence is composed of official documents and semi-structured interviews which were applied to managers involved both in the process of constitution of these organizations and their current status. Data were treated using the Content Analysis technique. It was found that extension activities were more present in the early years of UTFPR. We verified that there is little incentive of the UTFPR for the extension, without internal policies that measure the relationship of the teachers with the environment. In the case of IPB, it was verified that the institution was able to organize its own strategies and redefine its mission for the development of the region.
