Alegações na rotulagem de produtos cosméticos : perceção dos consumidores versus evidências científicas

Cosmético é “qualquer substância ou mistura destinada a ser posta em contacto com as
partes externas do corpo ou com os dentes e as mucosas bucais, tendo em vista, exclusiva
ou principalmente, limpá-los, perfumá-los, mantê-los em bom estado ou corrigir odores
corporais”. Sendo produtos de saúde, muitas vezes aplicados diariamente pelos
consumidores, estes estão estritamente legislados pelo Regulamento (CE) n.º 1223/2009,
que reforça o controlo que existe no mercado para proteger a saúde do consumidor, e pelo
Regulamento (EU) n.º 655/2013 que é um complemento ao regulamento anterior, que
incide sobre as alegações feitas na rotulagem dos cosméticos, de modo a que a compra
seja informada e que vá ao encontro do que o consumidor procura. Só devem ser
colocados no mercado os cosméticos com ingredientes testados e classificados como
seguros para o uso nestes produtos, nas concentrações aconselhadas. Foi desenvolvido
um inquérito a 94 pessoas para aferir a opinião dos consumidores no que diz respeito a
esta temática. Neste verificou-se que a maioria analisa os cosméticos que compra e que
levam aspetos como o preço, a qualidade, e os ingredientes usados em conta, sendo que
confiam mais em termos de segurança, qualidade e eficácia nos produtos vendidos em
farmácia relativamente aos do supermercado.
Cosmetic is “any substance or mixture intended to be put in contact with the external parts of the body or with the teeth and oral mucous membranes, having in view, exclusively or mainly, to clean them, to perfume them, to keep them in good condition or correct body odors”. Being products in daily contact with people, they are regulated by Regulation (EC) nº 1223/2009, which reinforces the control that exists in the market to protect the health of the consumer, and is regulated by regulation (EU) nº 655/2013, which is a complement to the previous one, which protects the consumer against claims made on the labelling of cosmetics, so that the purchase is informed and that it meets what the consumer is looking for. Only cosmetics with tested ingredients and classified as safe for use in these products, at the recommended concentrations, should be placed on the market. A survey of 94 people was carried out to assess the opinion of consumers regarding this issue. In this, it was found that the majority analyzes the cosmetics they buy and that aspects such as price, quality, and the ingredients used, are taken into account. Furthermore, products sold in pharmacies are trusted more by respondents compared to supermarkets, in terms of safety, quality, and effectiveness.
