Resumo
Ética e Responsabilidade Social são dois princípios que se aliam na melhoria da
qualidade de vida das populações. Particularmente ao nível da plataforma administrativa
pública municipal.
Estes dois fatores são completamente inúteis se não existirem políticos locais de forte
seriedade e carater solidário com os valores íntegros da República principalmente na
contratação pública e adjudicação de contratos, serviços e obras públicas.
Todos os processos relacionados com a contratação pública são fundamentais não só
para os interesses locais mas sobretudo para o evoluir da economia nacional. Esta área ocupa
um tal nível de relevância na vida pública europeia que podemos constatar que a própria União
Europeia (UE) dedica grande interesse e pendor legislativo na resolução dos seus problemas
inerentes. A Europa exige especialmente que os critérios ambientais e a gestão dos recursos
naturais representem uma componente essencial da solução, por forma a garantir o futuro das
gerações vindouras.
É nesta perspetiva que a responsabilidade se afirma como um forte contributo para o
bem-estar e melhoria das condições de vida das populações, ao garantir a estas o usufruir de
equipamentos, serviços e circunstâncias que noutra conjuntura não lhes seria certamente
possível pelo que o ser socialmente responsável representa o compromisso estratégico da
mudança nos nossos dias.
A presente dissertação é um estudo exploratório de investigação que revela toda a
extensão e esforço despendido pela Administração Pública, e sobretudo Local, no seu papel de
agentes de Responsabilidade Social. Pretensão que cumpre o seu objetivo de progresso coletivo
ao garantir a promoção de critérios de desenvolvimento sustentável, transparência municipal e
contratação pública. Referindo-se ainda a legislação nacional aplicável e também a legislação
comunitária.
A tese está dividida em duas partes. A primeira apresenta os conceitos e as perspetivas
que modelam toda a ação de índole ética e responsabilidade social desenvolvida em particular
pelo enfase do Estado e dos Municípios no apoio que prestam aos cidadãos e aos munícipes
neste domínio.
Na segunda parte exibe-se o estudo e caraterização dos Municípios selecionados tendo
por base diversos indicadores, nomeadamente a População, o Indicador do Poder de Compra
per capita (IpC), Ambiente, Energia e Território, Finanças Autárquicas, Proteção Social e
Turismo.

This area occupies such a level of relevance in European public life that we can see that the European Union itself is devoting great interest and legislative bent to solving its inherent problems. Europe particularly demands that environmental criteria and natural resource management be an essential component of the solution in order to secure the future of future generations. It is from this perspective that responsibility asserts itself as a strong contribution to the well-being and improvement of people's living conditions by ensuring that they enjoy the equipment, services and circumstances that at other times would certainly not be possible for them. Socially responsible represents the strategic commitment of change today. This dissertation is an exploratory research study that reveals all the extent and effort expended by the Public Administration, and especially Local, in its role of Social Responsibility agents. Intent that fulfills its objective of collective progress by ensuring the promotion of sustainable development criteria, municipal transparency and public procurement. Referring also to applicable national and Community legislation. The thesis is divided into two parts. The first presents the concepts and perspectives that shape all ethical action and social responsibility developed in particular by the emphasis of the State and Municipalities in the support they provide to citizens and citizens in this field. The second part presents the study and characterization of the selected Municipalities based on various indicators, namely Population, Indicator of Purchasing Power per capita (IPC), Environment, Energy and Territory, Municipal Finance, Social Protection and Tourism.
