O populismo e a definição de política externa : o caso do Rassemblement National na União Europeia

Resumo
O Populismo não é um fenómeno recente, mas o seu recrudescimento tem sido
particularmente acentuado desde que o processo de integração europeia caminhou num sentido
de um maior aprofundamento.
A França, berço do tipicamente caracterizado como precursor dos partidos de
extrema-direita no contexto europeu, o atual Rassemblement National, ao adotar um sistema
eleitoral a duas voltas, para a Assembleia Nacional, acaba por não traduzir em mandatos, de
forma linear, todo o apoio social que este partido tem vindo a granjear. Contudo, no que diz
respeito às eleições para o único órgão da União Europeia escolhido diretamente pelos cidadãos,
a realidade torna-se diferente. No contexto europeu, ao ser utilizado o método proporcional e a
fórmula d’ Hondt, permite que este partido constitua uma das principais formações populistas
eurocéticas.
Tendo isto em conta, a presente dissertação, visa compreender, através da análise de
documentos e programas partidários, tanto as continuidades como descontinuidades entre a
política externa francesa e o posicionamento do Rassemblement National na União Europeia.
Populism is not a recent phenomenon, but it´s resurgence has been particularly accentuated since the moment the process of European integration moved towards greater depth. France, cradle of what is typically characterized as the precursors of far-right parties in the European context, the actual Rassemblement National, by adopting a two round electoral system for the Nacional Assembly, ends up not being able to translate, in a linear way, all the social support that this party has been gaining. However, when it comes to the European Union elections, knowing that it is an organ chosen, directly, by the citizens, the reality is much different. In the European context, when using the proportional and formula of Hondt, allows this party to constitute one of the main Eurosceptic populist formations. Bearing this in mind, this dissertation aims to understand, through the analysis of documents and political programs, both the continuities and discontinuities between French foreign policy and the positioning of the Rassemblement National in the European Union.
