A Rússia uma entidade geopolítica com grande potencial à escala global e isso gera uma vontade estratégica proporcional.
Adriano Moreira relembra que o patriarca da igreja ortodoxa russa, aquando da conquista de Constantinopla afirmou que a primeira e a segunda Roma caíram, mas a terceira Roma não cairá.
Interessa por isso perceber o papel que a Rússia pretende desempenhar na arena internacional.
O objetivo desta Dissertação é perceber as prioridades da Política Externa Russa depois da implosão da URSS e a forma como irá evolucionar tendo em conta que a Rússia é um ator indispensável na geopolítica mundial. Os objetivos específicos são: perceber as prioridades russas ao definir a sua PE; compreender a atuação russa no âmbito da ONU; inferir o relacionamento da Rússia com a NATO, bloco militar contra o qual ergueu o Pacto de Varsóvia; compreender o relacionamento russo com os espaços regionais, as potências mundiais e países emergentes, traçar uma visão prospetiva da política externa.
A dissertação contempla quatro partes. A primeira diz respeito ao enquadramento teórico. A segunda analisa a política externa de Gorbachev e Yeltsin para compreender as ações de Putin e perceber se houve reformulação. A terceira refere-se às ações russas dentro das organizações internacionais e como as suas decisões influenciam a PE. A quarta refere-se às relações bilaterais com grandes espaços regionais e potências mundiais.
O acervo bibliográfico foi fundamental embora enriquecido por documentos.
Russia is a geopolitical entity with great potential on a global scale and this generates a proportional strategic will. Adriano Moreira recalls that the Patriarch of the Russian Orthodox Church, during the conquest of Constantinople, said that the first and second Rome fell but the third Rome would not fall. It is therefore important to understand the role that Russia intends to play in the international arena. The aim of this Dissertation is to understand the priorities of the Russian Foreign Policy after the implosion of the USSR and how it will evolve considering that Russia is an indispensable actor in world geopolitics. The specific objectives are: to understand the Russian priorities when defining its EP; to understand the Russian action within the framework of the UN; to infer the relationship of Russia with NATO, the military block against which it erected the Warsaw Pact; understand the Russian relationship with regional spaces, world potentials and emerging countries, outline a forward-looking vision of foreign policy. The dissertation includes four parts. The first concerns the theoretical framework. The second analyses Gorbachev and Yeltsin’s foreign policy to understand Putin’s actions and to see if there has been reformulation. The third concerns Russian actions within international organizations and how their decisions influence foreign policy. The fourth concerns bilateral relations with large regional areas and world powers. The bibliographic collection was fundamental although enriched by documents.
