O botulismo é uma doença causada habitualmente pela ingestão de alimentos
contaminados pela toxina botulínica, a mais potente toxina conhecida. Os géneros
alimentícios que surgem normalmente associados são, geralmente, carnes fumadas,
produtos enlatados e conservas, podendo surgir de forma esporádica ou epidémica. Nas
últimas décadas tem-se registado um aumento ligeiro da sua incidência em Portugal em
grande parte devido ao anterior subdiagnóstico, mas mantendo-se em níveis satisfatórios
em relação à União Europeia. Em 2015 houve um surto de botulismo em Portugal,
conhecido como “Crise das Alheiras”, tendo-se registado 4 casos confirmados, todos
provocados pelo consumo de alheiras do mesmo operador. Esta crise, amplamente
divulgada pela comunicação social, teve um impacto significativo nas vendas e
consumo de alheiras a nível nacional, sobretudo na região de Trás-os-Montes. Apesar
do esforço exercido pelas autoridades em demarcar a empresa responsável pelo surto de
todo o setor de fumados, a perceção do risco por parte dos consumidores foi
indevidamente amplificada.
Com este trabalho pretende-se fazer uma revisão dos processos conduzidos
pelas autoridades responsáveis durante a “Crise das Alheiras”, abordando, de forma
transversal, a Segurança Alimentar integrada na União Europeia, análise e gestão de
risco e abordando a potencial otimização do processo de comunicação do risco.
Botulism is a disease usually caused by the ingestion of food contaminated with botulinum toxin, the most potent known toxin. The most common associated foods are smoked meats, canned goods and preserved foods. This disease may occur sporadically or epidemically. In recent decades there has been a slight increase in its incidence in Portugal largely due to the previous underdiagnoses of the disease but remaining at satisfactory levels regarding European Union epidemiological surveys. In 2015, there was an outbreak of botulism in Portugal, known as the "Crise das Alheiras"(Sausage Crisis), with 4 confirmed cases, all caused by the consumption of alheiras, (a Portuguese Sausage), from the same operator. This crisis, widely publicized by the media, had a significant impact on the sales and consumption of alheiras at the national level, especially in the region of Trás-os-Montes. Despite the efforts made by the authorities to demarcate the company (responsible for the outbreak) of the entire stuffed industry, consumer perception of risk was improperly amplified. This work intends to review the processes conducted by the responsible authorities during the “crise das Alheiras”, covering, in a transversal way, the integrated Food Security in the European Union, analysis and risk management and suggesting optimization for the communication of risk.
