Resumo
O presente trabalho aborda a transição democrática em Cabo Verde e o caso do Poder Local entre o regime autoritário de partido único e o regime democrático. Esta dissertação focar-se-á em três momentos. No primeiro referem-se as razões pelas quais há uma transição de um regime para outro, os tipos de transição de regimes e os tipos de transição que ocorreram no continente africano. Neste sentido, esta dissertação preocupou-se em demonstrar as condições que permitem classificar uma democracia consolidada e as dificuldades nos processos de consolidação democrática nos países africanos. No segundo momento discutir-se-á o processo de transição do regime autoritário para a democracia, analisando as características do regime monopartidário em Cabo Verde e a decadência do partido único naquele arquipélago, que resultou na abertura política e na instauração da democracia em Cabo Verde. Finalmente, no terceiro momento, analisar-se-á o Poder Local antes da abertura política e o seu contributo, no regime democrático, para a consolidação de democracia em Cabo Verde.
The present work addresses the democratic transition in Cape Verde and the case of local power between the authoritarian single-party regime and the democratic regime. This dissertation encompasses three focal points. The first one concerns general causes of the transition from one regime to another, types of regime transitions, and the types of transitions that have occurred on the African continent. This section aims to demonstrate the conditions that allow for a classification of a consolidated democracy and the difficulties involved in the past democratic consolidation processes in African countries. The second focal point discusses the transition process from an authoritarian regime to democracy. Characteristics of the single-party Cape Verdean regime that resulted in the political opening and establishment of democracy in the archipelago will be presented here. Finally, local power before the political opening and its contribution to the democratic regime and, thus, the consolidation of democracy in Cape Verde will be analyzed as the third focal point.
