| dc.description.abstract | A Comunicação Estratégica tornou-se fundamental nas sociedades atuais, sendo essencial para que as organizações sem fins lucrativos, como é o caso das IPSS (Instituições Particulares de Solidariedade Social), divulguem as suas missões e atividades junto de diversos públicos. Esta tese, tendo como base a questão a questão de partida – Quais os contributos da Comunicação Estratégica nas instituições particulares de solidariedade social, em Portugal?, analisa o papel da Comunicação Estratégica nas IPSS, em Portugal, com o objetivo de compreender como esta pode reforçar a sua visibilidade, reconhecimento e sustentabilidade, além de influenciar políticas públicas e a opinião pública. O enquadramento teórico aborda a Comunicação Estratégica e a Economia Social, no contexto europeu e português, explorando as características das IPSS, os seus modelos de governança, a dependência financeira do Estado e a articulação entre comunicação, ativismo e mudança social. O estudo empírico, com base num inquérito a 254 IPSS, revela a quase total ausência de departamentos ou planos estratégicos de comunicação, comprometendo a captação de recursos e acentuando a dependência do Estado. Constata-se também uma fraca presença no espaço público, embora algumas IPSS desenvolvam ações que as posicionam como agentes de transformação social. As ações das IPSS no espaço público podem ser entendidas como formas de ativismo social, ao contribuírem para a defesa dos direitos humanos, o reforço da cidadania ativa e a influência sobre políticas públicas — ainda que sem confronto direto com o poder. A tese conclui com dez recomendações para as IPSS que reforçam a importância da Comunicação Estratégica na afirmação pública, eficácia e autonomia. | pt |
| dc.description.abstract | Strategic Communication has become fundamental in contemporary societies, being essential for nonprofit organizations—such as IPSS (Private Institutions of Social Solidarity)—to communicate their missions and activities to diverse audiences. This thesis, based on the guiding research question — What are the contributions of Strategic Communication in Private Institutions of Social Solidarity in Portugal? — analyzes the role of Strategic Communication in IPSS with the aim of understanding how it can enhance their visibility, recognition, and sustainability, as well as influence public policy and public opinion. The theoretical framework explores Strategic Communication and the Social Economy in both the European and Portuguese contexts, examining the characteristics of IPSS, their governance models, financial dependence on the State, and the interplay between communication, activism, and social change. The empirical study, based on a survey of 254 IPSS, reveals an almost total absence of communication departments or strategic communication plans, which undermines resource mobilization and increases dependence on the State. The study also highlights a weak presence in the public sphere, although some IPSS do carry out actions that position them as agents of social transformation. The actions of IPSS in the public space can be interpreted as forms of social activism, as they contribute to the defense of human rights, the promotion of active citizenship, and the influence on public policies—even if without direct confrontation with political power. The thesis concludes with ten recommendations for IPSS that reinforce the importance of Strategic Communication in enhancing public presence, organizational effectiveness, and institutional autonomy. | en |
