Resumo
O quarteirão é um elemento de forma urbana muitas vezes esquecido na análise e no
desenho da cidade. No entanto, este elemento é incontornável na formação e na transformação da
cidade, sendo determinante no desenho da malha urbana.
O interior do quarteirão apresenta-se, geralmente, como um elemento secundário devido
à sua condição mais ‘privada’ que acaba por torna-lo desconhecido da população em geral. Esta
condição não o torna menos importante para a identidade da cidade, sendo, pelo contrário, um
espaço pleno de potencialidades e desafios.
Este trabalho assenta em dois pontos fundamentais. Primeiro, tem como objetivo observar
a cidade do Porto para além das suas fachadas, contribuindo para tornar o interior do quarteirão
num espaço de habitabilidade plena. Segundo, o trabalho deverá encontrar respostas para a atual
condição em que se encontram alguns quarteirões da cidade do Porto, abrindo a ‘porta’ para a
vivência destes espaços, promovendo a sua requalificação e regeneração. Será tomado como
exemplo privilegiado nesta dissertação o Quarteirão do Parque das Camélias.
Tão importante como a reabilitação do interior do quarteirão é melhorar a relação que este
estabelece com o resto da cidade, sendo importante perceber o resto da cidade que o envolve.
Nesse sentido, esta intervenção de reabilitação do quarteirão não deve ser vista como uma
intervenção isolada, mas sim complementar ao planeamento da cidade nas suas diferentes
escalas.
The urban block is an element of urban form, which is many times forgotten in the analysis and in the design of the city. Nevertheless, this element is crucial in the formation and transformation of the city, and it essential in the design of the urban layout. The interior of the block is usually seen as a secondary element due to its private condition, which makes it unknown to the population living in the city. Yet, this condition does not make it less important to the identity of the city. On the contrary, it is a space full of possibilities and challenges. This work is based on two main focus. First, it will look at the city of Porto beyond its façades, contributing as such to rediscover the interior of the blocks and to promote its habitability. Second, this work should find answers to the present condition of many blocks of Porto, opening the ‘doors’ for experiencing these spaces, and promoting their revitalization and regeneration. The Parque das Camélias block will be taken as a privileged example in this dissertation. The regeneration of the interior of the block is as important as the improvement of the relationship that the block establishes with the rest of the city. It is therefore important to understand the rest of the city that surrounds it. Thus, this intervention of regeneration of the block should not be seen as an isolated intervention, but as a complement to the process of urban planning in its different levels.
